Abandono da Certificação ISO 9001: estudo do fenómeno a nível mundial

Abstract

A Norma ISO 9001 é a mais reconhecida da família ISO 9000, para sistemas de gestão da qualidade, e uma das mais reconhecidas e implementadas de entre todas as normas da ISO (Silva et al., 2022). Tendo em consideração o decréscimo de certificados ISO 9001 a nível mundial, surgiu o interesse de estudar as razões que levam as empresas certificadas a poderem deixar de manter a certificação, dado que a literatura existente que suporta este fenómeno é muito escassa. O fenómeno da perda da certificação pode ocorrer por opção própria, ou, por haver um cancelamento do certificado por parte dos organismos responsáveis pela certificação ISO 9001, quando essa empresa não cumpre os requisitos necessários para continuar a ser certificada (Alič, 2014). Deste modo, esta dissertação teve como principal objetivo estudar este fenómeno, através do apuramento dos motivos que levam ao abandono da certificação. Além disso, foi também crucial analisar as consequências e possíveis diferenças sentidas na performance organizacional após o abandono da certificação. No que remete à parte teórica desta investigação, a mesma foi realizada através de pesquisa bibliográfica, tendo como recurso livros, artigos científicos e bases de dados com a Web of Science. Relativamente à parte empírica, esta consistiu num estudo dividido em duas partes. Na primeira realizou se um questionário direcionado a empresas que abandonaram a certificação ISO 9001. Por sua vez, na segunda parte procedeu-se ao cruzamento dos dados obtidos com a revisão de literatura efetuada anteriormente. Os resultados obtidos indicaram que a maioria das empresas aponta a relação custo-benefício do certificado como a razão que as levou ao abandono do mesmo. No que toca às diferenças sentidas na performance organizacional após o abandono da certificação ISO 9001, a maioria das empresas referiu que não houve alterações. Apenas uma minoria afirmou sentir diferenças negativas e só uma empresa diferenças positivas.

The ISO 9001 standard is the most widely recognized of the ISO 9000 family for quality management systems, and one of the most widely recognized and implemented of all the ISO standards (Silva et al., 2022). Considering the increasing loss of ISO 9001 certificates worldwide, we were interested in studying the reasons why certified companies may no longer maintain their certification, given that the existing literature supporting this phenomenon is very scarce. The phenomenon of decertification can be by choice, or because the bodies responsible for ISO 9001 certification cancel the certificate when the company does not meet the necessary requirements to continue to be certified (Alič, 2014). Therefore, the main objective of this dissertation is to study this phenomenon by finding out the reasons for abandoning certification. In addition, it will also be crucial to analyze the consequences and possible differences felt in organizational performance after abandoning certification. As far as the theoretical part of this research is concerned, it will be carried out through bibliographical research, using books, scientific articles and databases such as Web of Science. The empirical part consists of a study divided into two parts. In the first, a questionnaire will be sent to companies that have abandoned ISO 9001 certification. The second part cross-checks the data obtained with the literature review carried out previously. The results show that most companies point to the cost-benefit ratio of the certificate as the reason they abandoned it. With regard to the differences felt in organizational performance after abandoning ISO 9001 certification, the majority of companies said that there were no changes. Only a minority said they felt negative differences and only one company felt positive differences.
