Resumo(s): | O presente trabalho pretendeu compreender a forma como as políticas educativas, ao longo da
democracia em Portugal, conseguiram construir e sustentar a escola pública portuguesa. Neste entrecho,
pretendeu-se, a partir da análise aos vinte e um programas de Governo, compreender o que se pretendeu
alcançar e o que efetivamente se conseguiu realizar na construção do sistema educativo, da escola, do
currículo e dos alunos e como essas medidas tiveram impacto nas práticas curriculares das escolas e dos
professores.
As políticas educativas nacionais nem sempre se assumem por si mesmas e na conjuntura
internacional, na qual vivemos, as forças de influência, que gravitam à volta dos países que avocam
compromissos, pactos, ligações a organizações não governamentais, crescem fortemente. As organizações
que têm por finalidade comparativa o desenvolvimento de competências dos alunos de diferentes ciclos de
ensino, entre diferentes países, assumem-se como forças de grande influência na determinação das
diretrizes sobre o que o currículo deve ser.
Nessa medida, importou compreender como essas políticas educativas se assumiram na
contextualização nacional e transnacional, que objetivos e que recomendações se construíram à luz das
críticas de quem a estas análises se tem dedicado, percebendo-se o enfoque que as áreas curriculares da
literacia e da numeracia assumem nos currículos escolares, na tentativa de colocar a educação ao serviço
dos mercados e do que estes almejam na (re)construção dos modelos sociais.
Também se reconfigurou relevante neste trabalho analisar as formas como as políticas educativas
desencadeiam as mudanças e a inovação a partir das reformas educativas, salientando-se neste quadro a
Lei de Bases do Sistema Educativo, como a mudança que mais alterações trouxe para as escolas, sendo
aqui assumida como a maior inovação educativa até ao momento, sendo capaz de acolher diferentes
reformas e reorganizações curriculares sem pôr em causa os seus princípios e pressupostos.
O currículo, que se assumiu na sua multidimensionalidade, enquadrou-se nas práticas curriculares
dos professores como centro nevrálgico da sua ação educativa, muitas vezes influenciado pelas
determinações normativas que inflamam os discursos dos profissionais, mas não alteram de modo
significativo as suas práticas, criando-se aqui um mote para a análise da sua identidade e a importância
que as emoções assumem na forma como os professores alteram as suas práxis.
Após a revisão de literatura informada e que permitiu a compreensão da relevância que a
triangulação das políticas educativas deve ser capaz de assumir em torno da escola, do currículo e dos
professores analisaram-se, na orientação desses princípios, os programas dos Governos constitucionais,
destacando-se os dos XIII e XIV Governos por serem aqueles que mais ênfase atribuíram ao currículo e por
se considerar, neste estudo, o período mais associado aos propósitos investigativos do que atualmente as
medidas de política prenunciam.
Neste quadro, optámos por uma metodologia de natureza qualitativa, com recurso à pesquisa
documental e análise de conteúdo aos programas de Governo, às investigações que tiveram por objetivo a
compreensão deste período, bem como os discursos dos protagonistas, alguns ministros da educação e
secretários de estado, a partir de uma análise extensiva que inferiu que muitas foram as medidas que se
preconizaram, retratando uma realidade educativa a melhorar nas escolas, no trabalho curricular dos
professores, na sua colaboração e articulação, no sentido de projeto, apenas liminarmente presente nos
discursos, mas pouco efetivo nas práticas, o que possibilitou a compreensão do esforço que as políticas
educativas têm de ser capazes de assumir na construção da autonomia das escolas e na responsabilização
de todos os atores educativos. This research aims to understand how the educational policies managed to construct and sustain the Portuguese public school of democracy in Portugal. For this purpose, the twenty-one government programs were analyzed to understand the intended objectives and which ones were effectively obtained in constructing the education system, the school, and its curriculum, and how these measures impacted the teachers’ classroom practices. The national educational policies do not always assume, by themselves and in the international context in which we live, the dominant ideas prevalent in the countries that proclaim common compromises, treaties, liaisons to non-governmental organizations. These organizations, having as a comparative objective the development of students’ competencies at different educational levels in participating countries, exert great influence in determining norms about the curriculum. In this context, it was relevant to understand how these educational policies worked in the national and supranational context, which objectives and recommendations were constructed under the guidelines of those who work in this field, detecting the focus that the literacy and numeracy areas assume in the schools’ curriculum, in trying to place the educational system at the service of the marketplace and of its demands in the (re)construction of the social models. It was also considered relevant in this work to analyze the ways the educational policies affect the changes and the innovations departing from the educational reforms, emphasizing in this context the “Lei de Bases do Sistema Educativo” (Educational System Basic Law) as the influence that generated more changes in the schools, here being considered the best educational innovation up to this date, capable of accommodating reforms and reorganizations in the curriculum within its principles and orientations. The curriculum, assumed in its multidimensionality, entered the teachers’ educational practices as the nevralgic center of their educational activity, very often influenced by normative determinations that inflame the professionals’ discourse but do not significantly alter their practices, thus creating a point for analyzing their identity and the relevance that their emotions assume in the way teachers change their praxis. Following the literature review, which allowed us to understand the relevance that the triangulation of the educational policies must assume around the school, the curriculum, and the teachers, we analyzed the programs of the constitutional governments, emphasizing the programs of the XIII and XIV governments, because of their more significant emphasis on the curriculum and for this period being considered in our research as being more associated to the purposes of the educational policies. In this context, we opted for a methodology of qualitative nature and for the method of documental and content analysis of the government programs and of research studies that had as their objective the understanding of this period, as well as the intervenients’ speeches, such as ministers of education and secretaries of state, using a meta-analysis that concluded that many measures were proposed, describing an educational reality to be improved in the schools, in the teachers curricular activities, in their collaboration and articulation, as a project, barely detected in their discourse, but with little effect in their practices, thus allowing us to understand the effort that the educational policies have to assume in the construction of the schools’ autonomy and the responsibilization of all educational intervenients. |
