Línguas regionais, autonomia e multilinguismo na União Europeia: um estudo sobre a Comunidade Autónoma da Catalunha

Abstract

A União Europeia tem-se dedicado à proteção da diversidade linguística e à promoção da aprendizagem de línguas europeias. Contudo, no que diz respeito à questão das línguas, estas são uma componente da responsabilidade dos governos nacionais. No caso da Espanha, as línguas regionais são da competência das respetivas Comunidades Autónomas em que o galego (Galiza), o basco (País Basco) e o catalão (Catalunha) possuem o estatuto de línguas cooficiais no território nacional. Além disso, a Catalunha apresenta um regime linguístico exclusivo de apoio e promoção da língua catalã que garante os direitos linguísticos dos cidadãos catalães. A presente dissertação tem como objetivo analisar o uso da língua catalã como um elemento essencial ao serviço do governo regional da Catalunha para o reforço da sua autonomia. Pretende-se também compreender em que medida o nível europeu se apresenta como um fator que permite favorecer a credibilidade das reivindicações por mais autonomia do governo regional da Catalunha. Assim, esta dissertação explica a influência da língua catalã no reforço da autonomia da Generalitat através da definição de uma política sobre o uso do catalão na esfera pública e, posteriormente, a participação na União Europeia através da institucionalização da Conferencia para Asuntos Relacionados con la Comunidad Europea (CARCE/CARUE). Com base na análise apresentada, conclui-se que a língua catalã é um elemento crucial e tem um caráter diferencial que enfatiza uma identidade comum e viabiliza o reforço da sua autonomia e, por sua vez, a União Europeia é vista como um meio facilitador através do qual a Catalunha procura defender os seus interesses regionais além do Estado.

The European Union has devoted itself to the protection of linguistic diversity and promoting the learning of European languages. However, regarding the question of languages, they are a component of the responsibility of national governments. In the case of Spain, regional languages are the responsibility of the respective Autonomous Communities in which Galician (Galicia), Basque (Basque Country) and Catalan (Catalonia) have the status of co-official languages in the national territory. Moreover, Catalonia has an exclusive linguistic regime to support and promote the Catalan language that guarantees the linguistic rights of Catalan citizens. This dissertation aims to analyse the use of the Catalan language as an essential element at the service of the regional government of Catalonia to strengthen its autonomy. It also aims to understand to what extent does the European level presents itself as a factor that favours the credibility of the claims for more autonomy of the regional government of Catalonia.. Thus, this dissertation explains the influence of the Catalan language in strengthening the Generalitat’s autonomy through the definition of a policy on the use of Catalan in the public sphere and, afterwards, the participation in the European Union through the institutionalization of the Conference on Affairs Related to European Communities (CARCE/CARUE). Based on the analysis presented, it is concluded that the Catalan language is a crucial element and has a differential character that emphasizes a common identity and makes viable the reinforcement of its autonomy, and in turn the European Union is seen as a facilitator through which Catalonia seeks to defend its regional interests beyond the state.
