Prática Aclassista: o uso da palavra social no âmbito da arquitectura

Abstract

Esta dissertação tem como objecto de estudo o uso do aposto ‘Social’ no campo da Arquitectura, no contexto europeu e português. Conduz uma análise para compreender a origem da, comummente chamada, ‘Habitação Social’, dos diversos termos e conceitos que a habitação foi tendo, e a evolução, tanto da arquitectura como das terminologias, nos dois contextos, desde os Bairros Operários até ao momento actual. Por o conceito habitação social, à partida, ser sinónimo de exclusão social, são questionadas as práticas que fazem com que este fenómeno aconteça, como a localização, o ‘tipo’ de arquitectura, as classes que a habitam e até mesmo os conceitos associados a estas casas. A primeira demonstração em resolver o problema da habitação para as classes baixas apareceu no século XIX, com a Revolução Industrial. Em Portugal, com o atraso da industrialização, esta preocupação também se deu mais tarde, com a construção de Ilhas, Pátios e Vilas, mas com poucas condições de salubridade, e é a partir do Estado Novo, que as políticas de habitação assumem um papel mais activo. Na dissertação, é aprofundado o estudo dos rótulos europeus e argumentos portugueses, e das práticas aclassistas e das que fomentam a segregação, das habitações de promoção pública. E, após uma análise das práticas das iniciativas estudadas, é perceptível que as habitações se tornam vulneráveis às distinções (terminológicas e físicas) da arquitectura, que estão em constante mutação, e que afectam o que cada um define como casa. Esta abordagem implica alterações no modo de ver, pensar e criar arquitectura, para garantir equidade entre classes e impõe um pensamento aclassista na sociedade e no arquitecto.

This dissertation has as the object of study the use of the Social appositive in the field of architecture, in the European and Portuguese context. It conducts an analysis to understand the origin of, commonly called, 'Social housing', of the several terms and concepts that housing has been having, and the evolution of architecture and terminologies in both contexts, from the Working-class Neighborhood to the current moment. At the outset, the concept of social housing is synonym of social exclusion, so the practices that make this phenomenon happen, such as localization, the 'type' of architecture, the classes that inhabit it and even the concepts associated with these houses, are questioned. The first demonstration in resolving the housing problem for lower classes appeared in the XIX century, with the Industrial Revolution. In Portugal, with the delay of industrialization, this concern also occurred later, with the construction of Ilhas, Pátios and Vilas, but with few conditions of salubrity, and it is from the Estado Novo, that housing policies assume a more active role. In the dissertation, the study of the European labels and Portuguese arguments, and the aclassista (classless) practices and those that promote segregation of public promotion dwellings, is deepened. And, after an analysis of the studied initiatives practices, it is visible that the dwellings become vulnerable to the differentiations (terminological and physical) of the architecture, which are constantly changing, and affect what each defines as a home. This approach implies changes in the way of seeing, thinking and creating architecture, to ensure equity between classes and imposes an aclassista thought in society and the architect.
