Transversal Urbana. Um suporte para a descentralização de Guimarães

Abstract

Motivado pela crença num aumento da diversidade de paradigmas de mobilidade nos centros urbanos, de grande ou pequena escala, este trabalho pretende encontrar um equilíbrio entre as infra-estruturas por onde os mesmos se processam. Ultrapassadas as necessidades urgentes das ultimas décadas quanto à garantia de uma circulação automóvel rápida e segura, propõe-se uma reavaliação da pertinência e imposição da escala da sua infra-estrutura tanto sobre a circulação não motorizada – pedonal ou ciclável - como em relação a toda estrutura urbana que lhe está adjacente. Este estudo apresenta o caso de Guimarães: da expansão do seu núcleo urbano, da tardia inclusão de Creixomil nessa lógica, e do modo fracturante com que o troço original da circular urbana se fixou entre eles contrastando com a leitura da cidade como um todo, de fácil circulação entre os seus equipamentos centrais. O aprofundamento do limite urbano traçado pela circular enuncia debilidades no espaço público do sector poente de Guimarães e clarifica o isolamento imposto á veiga agrícola de Creixomil. A intersecção viária da circular com a variante de Creixomil surge numa amostra do território que se esperaria estabelecer o contacto entre a urbanização consolidada e o sistema urbano de matriz rural da veiga e, nesse sentido, cabe a esta análise a tarefa de organizar as oportunidades e condicionantes do reforço dessa transição. Transversal Urbana é uma proposta de aproximação dos limites do núcleo urbano pela requalificação do seu espaço público que estabelece uma equação de equilíbrio entre as várias realidades que com Guimarães perduram. Da matriz rural á consolidação urbana, da alta velocidade aos percursos locais, do caminho medieval á rua partilhada, pretende-se uma intervenção unificadora do sistema urbano que reforce as características identitárias de Guimarães, traçando as linhas de uma cidade coesa e contemporânea pelos caminhos da sua história secular.

Motivated by the belief in the diversity increase of mobility paradigms in urban centers, with big or small scale, this work aims to find a balance between the infrastructures in wich they occur. Overtaken the last decades urgent necessities concerning the guaranty of a fast and secure automobile circulation, it is proposed a reevaluation of the pertinence and imposition of its infrastructural scale over the non-motorized circulation and in relation to all the adjacent urban structure. This study presents the case of Guimarães: the expansion of its urban core, the late inclusion of Creixomil in the same logic and the fracturing way in which the urban circle route’s original design was fixed between them contrasting with the reading of the city as a hole, with easy circulation between its central equipment. The deepening of the urban limit drawn by the circle route enounces debilities in the public space of the west sector of Guimarães and clarifies the isolation imposed in the agricultural meadow of Creixomil. The intersection of the circle route with the roadway of Creixomil appears in a sector of the territory that one would expect to establish the contact between consolidated urbanization and the urban system with rural matrix of the meadow and, in this sense, it’s up to this analysis the task of organize the opportunities and conditions within the reinforce of that transition. Urban Transverse it’s a proposal of approximation of the urban core limits from the requalification of its public space that establish an equation of balance between the several realities that persists in Guimarães. From the rural matrix to urban consolidation, from high speed to local paths, from the medieval way to the mixed use street, it’s aimed to be an uniting intervention of the urban system that reinforces the identity features of Guimarães, tracing the lines of a cohesive and contemporary city through the paths of its secular history.
