Cooperação entre a União Europeia e São Tomé e Príncipe: que perspetivas futuras?

Abstract

Este relatório tem como objetivo dar respostas a um conjunto de questões propostas relativo a cooperação entre a União Europeia e São Tomé e Príncipe, isto é, como surgiu a cooperação, qual o principal objetivo, que instrumentos utilizados, quais os benefícios da mesma para São Tomé e Príncipe. Entretanto, houve necessidade de uma profunda reflexão histórica da cooperação desde do seu início até atualidade, o que permitiu também a identificar de 3 pontos importantes: a primeira assinatura da convenção de Lomé considerada na altura, como um modelo único e inovador de cooperação internacional, a segunda seria a politização da cooperação que se sucedeu com a mudança do sistema internacional e a assinatura do Tratado de Maastricht, e por ultimo a assinatura do acordo de Cotonu centrado em 3 aspetos fundamentais, política, economia e desenvolvimento. O trabalho foi realizado a base de documentos oficiais da cooperação, Estratégia do país e o Programa Indicativo Nacional 2008-2013, e permitiu a identificação de área de concentração e de não-concentração. O relatório analisa também um novo quadro financeiro plurianual 2014-2020, e faz uma previsão futura da cooperação assente na orçamentação do Fundo Europeu de Desenvolvimento.

This report aims to provide answers to a set of questions related to cooperation between the European Union and Sao Tome and Principe, namely how cooperation emerged, which the main goal, which instruments used, what benefits for Tomé and Príncipe. However, there was need for a profound historical reflection of cooperation from its beginning until today, which also allowed to identify 3 important points: the first signing of the Lomé Convention considered at the time, as a unique and innovative model of international cooperation, the second was the politization of cooperation that has happened to change the international system and the signing of the Maastricht Treaty, and finally the signing of the Cotonou agreement focuses on 3 key aspects, politics, economics and development. The work was carried out based on official documents of cooperation strategy of the country and the National Indicative Programme 2008-2013, and allowed the identification of the area of concentration and non-concentration. The report also examines a new Multiannual Financial Framework 2014-2020, and makes a prediction of the future based on the budget of the European Development Fund cooperation.
