A contabilidade em ambiente de guerra: o caso português da guerra do Ultramar

Abstract

Esta dissertação analisa a contabilidade e os custos da Guerra do Ultramar, nas ex-colónias Portuguesas de Angola, Moçambique e Guiné, durante os anos de 1961 a 1974 do século passado. Esta análise tem sempre como pano de fundo a restrição orçamental à época, fortemente influenciada pela legislação da contabilidade pública revestida de um caracter eminentemente de controlo e equilíbrio orçamental. Para se poder fazer face a este trabalho, além do recurso à legislação da época, foram efetuadas pesquisas para consulta e recolha de documentos em arquivo, principalmente no Arquivo da Defesa Nacional e no Arquivo Histórico Militar. Foram analisados documentos, utilizados para registo dos factos contabilísticos, sem esquecer o controlo, a verificação de contas e ainda o circuito contabilístico e orçamental. Ao serem analisados os orçamentos, ao nível da elaboração, gestão, cumprimento e execução, de uma forma geral, analisaram-se também os custos com a Guerra do Ultramar. Não foi fácil a vida dos homens da Administração Militar, colocados perante o dilema da constante pressão para o melhor desempenho a nível Militar, e por outro a pesada herança da restrição orçamental herdada da Reforma Orçamental de 1928, com a consequente obrigatoriedade legal para o rigor no seu cumprimento. Este trabalho contribui para a compreensão do papel desempenhado pela contabilidade, no esforço de treze longos anos de guerra, em três cenários diferentes, suportado por um país pequeno e sem recursos como Portugal. Num ambiente de constante exigência e rigor a nível de gestão, e repartição dos recursos disponíveis, a contabilidade e a Administração Militar desempenharam um papel importante.

This dissertation analyses the accounting and the costs of Guerra do Ultramar [Overseas War] in the Portuguese colonies of Angola, Mozambique and Guinea, during the years 1961 to 1974 of the last century. This analysis is developed having as backdrop the budget constraint at the time, which was strongly influenced by the law of public accounting with an eminently character of control and a balanced budget. In order to tackle this work, apart from recourse to legislation of the time, archival sources were consulted and several documents were collected at the National Defense Archive, and at the Military Historical Archive. Several documents were analyzed, which were used for accounting registration of events, without forgetting the control, verification, and the budgetary accounting circuit. By analyzing budgets, in terms of preparation, management, compliance and enforcement, in general, were also analyzed the costs with the Overseas War. It was not an easy life that of men of the Military Administration, who were placed, on one hand before the dilemma of constant pressure for best military performance, and, on the other hand to the heavy budgetary constraint inheritance, inherited from the budget reform of 1928, with the consequent legal requirement for the accuracy in its compliance. This work contributes for the understanding of the role played by accounting, in the effort of thirteen long years of war, in three different scenarios, supported by a small country without resources as Portugal. In a context of constant exigency, at the management level, and distribution of the available resources, accounting and the Military Administration played an important role.
