Resumo(s): | A presente investigação tem como objectivo central analisar, numa perspectiva organizacional, a
problemática da cultura organizacional escolar, a sua relação com os estilos de liderança praticados e,
sempre que possível, as suas conexões com o sucesso educativo dos alunos. Partindo de uma
abordagem abrangente da organização escolar, procurámos compreender a importância da gestão do
simbólico no funcionamento quotidiano das organizações escolares e o papel das lideranças na
manutenção ou criação da cultura organizacional.
Num momento em que o quadro legislativo em vigor refere que é urgente reforçar as lideranças
das escolas e que isso “constitui reconhecidamente uma das mais necessárias medidas de
reorganização do regime de administração escolar” (Dec.-Lei nº 75/2008 de 22 de Abril), e que o
enquadramento legal existente em “nada favorecia a emergência e muito menos a disseminação”
(idem) de lideranças fortes, procuramos identificar os estilos de liderança que puderam emergir do
modelo de gestão à luz do Dec-Lei nº 115-A/98, de 4 de Maio, analisar a forma como essas lideranças
se construíram no interior da escola e quais os efeitos da cultura organizacional na construção dos
estilos dominantes das lideranças praticadas e no sucesso educativo dos seus alunos.
Devido à natureza deste estudo, a metodologia usada é essencialmente de índole qualitativa
sendo esta operacionalizada através do estudo de caso desenvolvido numa escola secundária centenária
com recurso à análise documental de fontes escritas (oficiais e não oficiais) e observação não
participante efectuada em forma de diário de campo, ao longo das nossas visitas realizadas à escola.
Recorremos, também, à técnica de entrevista tendo realizado entrevistas semi-estruturadas aos líderes
formais e intermédios da organização em estudo.
Os resultados obtidos permitem-nos concluir que a escola em estudo e na perspectiva dos
gestores se caracteriza por uma cultura organizacional forte, de cariz integrador, em que a gestão do
simbólico contribui para o consolidar dos seus pressupostos de base que caracterizam o quotidiano
organizacional. As lideranças existem num continuum temporal e de acção fazendo com que as
percepções desta escola estejam assentes nas lideranças que puderam emergir ao longo da sua história
e que souberam transformar esta instituição num locus de produção normativa capaz de orientar a
acção dos seus actores. The present investigation, aims to analyze, from an organizational perspective, the problem of school organizational culture, its relationship with the practised leadership styles and, whenever possible, their connections to the educational success of students. Starting with an in-depth approach of the school organization, we sought to understand the symbolic importance of management in the daily functioning of school organizations and the role of leaderships in the creation and maintenance of the organizational culture. At a time when the existing legislative framework states that it is urgent to reinforce the leaderships of schools and that this "is recognized as one of the most important measures needed to reorganize the system of school administration regime" (Decree-Law no. 75/2008 of 22 April) ), and that the existing legal framework “in nothing favoured the emergence and much less the dissemination"(idem) of strong leaderships, we sought to identify the leadership styles that could emerge from the management model in light of Decree-Law no. 115-A / 98, 4 May, to analyse how these leaderships have been built within the school and also to analyse the effects of the organizational culture in the construction of the dominant styles of performed leaderships and in the educational success of their students. Due to the nature of this study, the methodology is essentially qualitative and it is carried out through a case study in a centennial secondary school by using the document analysis of written sources (official and unofficial) and non-participant observation, carried out in the form of field diary, in the course of our visits to the school. We also used the interview technique by holding semi-structured interviews to formal leaders and heads of coordination structures and pedagogical supervision of the organization. The results allow us to conclude that the school, in the perspective of its managers, is characterized by a strong organizational culture, in an integration perspective, where the symbolic management contributes to the strengthening of its basic assumptions which characterize the everyday life of the organization. Leaderships exist in a continuum of time and action and therefore the perceptions of this school are based on the leaderships that were able to emerge throughout its history and knew how to transform this institution into a locus of production of rules capable of guiding the actions of their actors. |
