Indicadores de ciência, tecnologia e inovação sobre Amazônia: uma comparação dos avanços em CT&I face à Estratégia Nacional do Brasil

Abstract

O tema inovação tem sido debatido intensamente no Brasil, tanto pelo governo e academia, quanto pelo setor empresarial com a finalidade de promover ainda mais o desenvolvimento econômico e social do país. Agregar ciência e tecnologia de ponta á produção econômica do país é um constante desafio para Instituições de Ciência e Tecnologia - ICTs e o fortalecimento dessas ações permitirá que as ICTs e empresas tornem-se cada vez mais competitivas no cenário nacional e mundial. Neste contexto, o objetivo da pesquisa foi investigar a geração do conhecimento cientifico e tecnológico sobre a Amazônia no que concerne a publicações cientifica e tecnológicas no âmbito mundial e quanto isso decorrem de publicação por pesquisadores do Brasil, na região Norte, Estados do Amazonas e das Instituições da Amazônia por meio de análise bibliométrica, considerando que pesquisar sobre a Amazônia é pesquisar sobre a biodiversidade, e é um dos temas contemplados na Estratégia Nacional de Ciência, Tecnologia e Inovação – ENCTI (2012- 2015) do Ministério de Ciência, Tecnologia e Inovação – MCTI do Brasil. O método de pesquisa compreendeu a análise bibliométrica e a análise documental. A amostra analisada foi composta por 16.814 artigos recuperados das bases de dados da Web of Science referentes ao período 2002-2013. Os resultados obtidos foram: 1- Número e crescimento de publicações sobre Amazônia indexadas na Web of Science, do Mundo e Brasil, 2002 a 2013; 2 - Número e crescimento de publicações indexada na Web of Science, vinculadas a instituições de pesquisa das regiões Sudeste e Norte selecionadas no período de 2002 a 2013; 3- Número e crescimento de publicações indexadas na Web of Science, do Mundo e Brasil com demais países da Amazônia, 2002 a 2013; 4 - Rede de colaboração dos países da Amazônia em três momentos 2002- 2005 2006-2009 e 2010 - 2013; 5 - Número de publicações indexadas na Web of Science, da Rede Bionorte, 2002 a 2013; 6 - Crescimento de publicações indexadas na Web of Science, do Brasil e Rede Bionorte, 2002 a 2013; 7- Número de publicações indexadas na Web of Science, por colegiado estadual da Rede Bionorte, 2002 a 2013 e Rede de colaboração das instituições componentes da Rede Bionorte em três momentos 2002- 2005, 2006-2009 e 2010- 2013. Conclui-se que em termos de publicação científica sobre a Amazônia no Brasil e no Mundo tem aumentado todos os anos essa produção, bem como se tem consolidado as redes colaborativas de pesquisa e produção científica em revistas indexadas. Porém a transposição para o mercado do conhecimento científico e tecnológico na forma de novos produtos e serviços revela-se ainda frágil, e para tanto é importante que seja estabelecido na estratégia nacional como uma prioridade de fato, complementando os pontos fortes em produção científica.

The innovation theme has been debated intensely in Brazil, both by the government and academia, and by the business sector in order to further promote the economic and social development of the country. To connect science and technology with economic output of the country is a constant challenge for Science and Technology Institutions - ICTs and the strengthening of these actions will allow ICTs and companies become increasingly competitive in the national and world stage. In this context, the objective of the research was to investigate the generation of scientific and technological knowledge of the Amazon region with respect to scientific and technological publications at the global level and as it stems from publication by researchers from Brazil, in the North, in the states of Amazonas and in Amazon institutions, through bibliometric analysis, considering that research on the Amazon region is research on biodiversity, and is one of the themes contemplated in the National Strategy for Science, Technology and Innovation - ENCTI (2012- 2015) of the Ministry of Science, Technology and Innovation - MCTI Brazil. The research method involved bibliometric analysis and documental analysis, and the analyzed sample consisted of 16,814 items recovered from the databases of Web of Science for the period 2002-2013. The results were: 1 - Number and growth of publications on Amazon indexed in Web of Science, World and Brazil, 2002-2013; 2 - Number and growth of publications indexed in the Web of Science, linked to research institutions in the Southeast and North selected from 2002 to 2013; 3 - Number and growth of publications indexed in the Web of Science, World and Brazil with other countries in the Amazon from 2002 to 2013; 4 - Collaboration network of Amazon countries in three stages 2002- 2005, 2006-2009 and 2010-2013; 5 - Number of publications indexed in the Web of Science, Bionorte Network, 2002- 2013; 6 - Growth of publications indexed in the Web of Science, Brazil and Bionorte Network, 2002-2013; 7 Number of publications indexed in the Web of Science for the state collegiate Bionorte Network, 2002-2013 and Network collaboration of the component institutions of Bionorte network in three stages 2002- 2005, 2006-2009 and 2010- 2013. It is concluded that in terms of scientific publication, production from Brazil and the world on the Amazon region has increased every year , and the collaborative research networks on scientific production in indexed journals has been consolidated. However, the transposition of scientific knowledge into technological products on the market remains fragile, and therefore it is important that the national strategy establishes this problem as a priority in terms of policy, in order to complement the positive evolution on scientific production.
