Trabalho infantil na cidade de Díli

Abstract

Na presente dissertação, procurou-se dar visibilidade ao problema social enfrentado pelas crianças da República Democrática de Timor-Leste – a exploração de mão-de-obra infantil – compreendendo este fenómeno de forma mais pormenorizada na cidade de Díli, capital de Timor. A investigação visa contribuir para a reflexão sobre esta problemática social, visando, em última instância, a erradicação do trabalho infantil da realidade timorense. No que concerne à organização da investigação, foi realizado um levantamento teórico e conceptual acerca dos direitos das crianças e das políticas de proteção das crianças, em Timor, com enfoque na situação das crianças em Díli. A metodologia desta investigação sustentou-se num paradigma interpretativo, apoiado no método etnográfico, recorrendo a notas de campo, observação direta, entrevistas semiestruturadas, conversas informais, exercícios de mapeamento de rotas e fotografias, como técnicas de recolha de dados. Através da análise das categorias e subcategorias emergentes neste estudo, de uma forma geral e abrangente, é possível concluir que a rotina diária de trabalho das crianças: compromete o seu tempo de descanso, sendo evidentes a sua exaustão e vulnerabilidade; vincula-se a práticas nutricionais inadequadas, impactando o seu desenvolvimento; expõe-nas a riscos físicos e emocionais e a ambientes insalubres, destacando-se a carga emocional e financeira assumida ao sustentar suas famílias; força um desequilíbrio entre trabalho e educação, ressaltando a pressão económica que leva ao abandono escolar; coartam a sua resiliência na preservação de momentos lúdicos em meio às responsabilidades; e perpetuam normas intergeracionais que moldam uma visão positiva sobre o trabalho infantil. Assim, nesta dissertação observou-se que o trabalho infantil em Timor-Leste, resultante de fatores políticos, sociais e culturais, tem profundas implicações na vida das crianças, que transcendem as esferas do descanso, alimentação, exposição a perigos, educação, brincadeiras, intergeracionalidade e relações entre pares. A compreensão desta realidade é fundamental para o desenvolvimento de políticas e comportamentos que promovam o bem-estar das crianças timorenses e para garantir o cumprimento dos direitos estabelecidos na Convenção sobre os Direitos da Criança, sem renegar os valores tradicionais da cultura timorense, enraizados na sociedade moderna.

In this dissertation, we sought to bring attention to the social problem faced by the children of the Democratic Republic of Timor-Leste - the exploitation of child labour - understanding this phenomenon in more detail in the city of Díli, capital of Timor. The investigation aims to contribute to the reflection about this social problem, ultimately aiming to eradicate child labour from the Timorese reality. Regarding the empirical component of the work, a theoretical and conceptual survey was carried out on children's rights and child protection policies, in Timor, focusing on the situation of children in Dili. The methodology of this investigation was based on an interpretative paradigm, supported by the ethnographic method, using field notes, direct observation, semi-structured interviews, informal conversations, route mapping exercises and photographs as data collection techniques. Through the analysis of the categories and subcategories emerging in this study, in a general and comprehensive way, it is possible to conclude that the children's daily work routine: compromises their rest time, making their exhaustion and vulnerability evident; is linked to inadequate nutritional practices, impacting their development; exposes them to physical and emotional risks and unhealthy environments, highlighting the emotional and financial burden assumed when supporting their families; forces an imbalance between work and education, highlighting the economic pressure that leads to school dropout; limit their resilience in preserving playful moments amidst responsibilities; and perpetuate intergenerational norms that shape a positive view of child labour. Thus, in this dissertation, it was observed that child labour in Timor-Leste, resulting from political, social and cultural factors, has profound implications on children's lives, which transcend the spheres of rest, food, exposure to dangers, education, games, intergenerationality and peer relations. Understanding this reality is fundamental for the development of policies and behaviours that promote the well-being of Timorese children and to guarantee compliance with the rights established in the Convention on the Rights of the Child, without denying the traditional values of Timorese culture, rooted in modern society.
