Institutions, governance, and democracy: empirical evidence from Latin America

Abstract

This thesis is divided into three essays aiming at examining the nexus between democracy, governance, institutional change, and development. In the first essay, we seek to contribute to deepening the debate on institutional literature. Bearing in mind the recent global crises and the consequences they have caused in the economic and institutional sphere; we acknowledge the relevance of institutional theory to assess the process of institutional dynamics and state transformations. In this regard, we selected as representatives of the diversity of approaches in the Institutional Theory literature, the contributions of Douglas North and Ha-Joon Chang. The theoretical pluralism brought by Chang and North is of great value to address contemporary global phenomena, which allows us to better interpret the continuous movements of institutional change provoked by current global phenomena. In the second essay, we focus on examining the relationship between democracy and governance in Latin America using a human development approach. The study applies an econometric analysis of panel data with the fixed effects model (2006-2020). Our findings lend support to the claims that the consolidation of democracy is essential to promote governance, and that governance, although less expressively, benefits from a democratic political regime, particularly evidenced in the building consensus and government effectiveness. Through our analysis, we identified which areas of governance stand out among the countries and how governance relates to human development on the continent. In the third essay, the study focuses on the relationship between governance and democracy in institutional trust in Latin America. we analyze to what extent governance and democracy explain institutional trust in countries with similar levels of socioeconomic development in the Latin American region (2006 and 2018). Applying multivariate statistical techniques and cross-section regression, our techniques allow us to highlight the continent's countries with the best responses in institutional trust.

Esta tese está dividida em três ensaios com o objetivo de examinar o nexo entre democracia, governança, mudança institucional e desenvolvimento. No primeiro ensaio buscamos contribuir para o aprofundamento do debate sobre a literatura institucional. Tendo em conta as recentes crises globais e as consequências que têm causado na esfera económica e institucional, reconhecemos a relevância da teoria institucional para avaliar o processo de dinâmica institucional e as transformações dos estados. Nesse sentido, selecionamos como representantes da diversidade de abordagens na literatura da Teoria Institucional, as contribuições de Douglas North e Ha-Joon Chang. O pluralismo teórico trazido por Chang e North é de grande valia para abordar os fenômenos globais contemporâneos, o que permite-nos melhor interpretar os movimentos contínuos de mudança institucional provocados pelos fenômenos globais atuais. No segundo ensaio examinamos a relação entre democracia e governança na América Latina a partir de uma abordagem de desenvolvimento humano. O estudo aplica uma análise econométrica de dados em painel com o modelo de efeitos fixos (2006-2020). Nossos resultados dão suporte às afirmações de que a consolidação da democracia é essencial para promover a governança, e que a governança, embora menos expressiva, se beneficia de um regime político democrático, evidenciado principalmente na construção de consensos e na eficácia do governo. Por meio de nossa análise, identificamos quais áreas de governança se destacam entre os países e como a governança se relaciona com o desenvolvimento humano no continente. No terceiro ensaio focalizamos na relação entre governança e democracia na confiança institucional na América Latina. Analisamos em que medida a governança e a democracia explicam a confiança institucional em países com níveis semelhantes de desenvolvimento socioeconômico na região latino-americana (2006 e 2018). Aplicando técnicas estatísticas multivariadas e regressão crosssection, nossas conclusões permite-nos evidenciar os países com as melhores respostas na confiança institucional.
