Reorganização Administrativa do Território das Freguesias: análise dos resultados eleitorais das freguesias agregadas

Abstract

Com a entrada em vigor da reforma territorial, no ano de 2013, em Portugal, verificou-se uma alteração da composição territorial do país, nomeadamente, na agregação e fusão de freguesias e, em alguns casos, na alteração dos limites territoriais dessas mesmas freguesias. Devido à crise financeira pela qual Portugal estava a passar, o Governo Português viu-se obrigado a pedir auxílio financeiro junto do Fundo Monetário Internacional (FMI), da União Europeia (UE) e do Banco Central Europeu (BCE). O Memorando de Entendimento (MoU) tinha como uma das suas prioridades, a redefinição do sistema de Governo Local Português. A redução do número de freguesias era vista como um dos eixos fundamentais. Esta alteração à organização do poder local teve impacto no comportamento eleitoral das populações afetadas pela reforma territorial. Usando o conceito de capital social, avaliamos os comportamentos das populações das freguesias fundidas. A reforma territorial teve um impacto na participação eleitoral consoante os níveis de capital social existentes nas freguesias portuguesas. No caso das freguesias e União de Freguesias que apresentavam elevados níveis de capital social, teve um efeito positivo na participação. Por outro lado, na União de Freguesias com baixos níveis de capital social, observou-se um efeito negativo na participação eleitoral. O impacto das reformas territoriais na participação deve ser considerado uma vez que podem advir resultados políticos negativos, ou seja, uma perda da qualidade da democracia. O presente trabalho de investigação pretende dar o seu contributo para uma melhor compreensão do impacto da reforma territorial nos níveis de participação eleitoral das freguesias fundidas. Nesse sentido, foi crucial apurar os resultados da participação eleitoral de 2013 à luz da organização administrativa que cessou em 2009. Dado que, até então, esta informação não estava disponível de forma automática e direta, foi necessário construir uma base de dados que colmatasse essa lacuna.

With the entry into force of the territorial reform, in 2013, in Portugal, there was a change in the territorial composition of the country, namely, in the aggregation and merger of parishes and, in some cases, in the alteration of the territorial limits of these same parishes. Due to the financial crisis that Portugal was going through, the Portuguese government was forced to request financial assistance from the International Monetary Fund (IMF), the European Union (EU) and the European Central Bank (ECB). The Memorandum of Understanding had as one of its priorities, the redefinition of the Portuguese Local Government system. The reduction in the number of parishes was seen as one of the fundamental axes. This change to the organization of local power had an impact on the electoral behavior of the populations affected by territorial reform. Using the concept of social capital, we evaluate the behaviors of the populations of the merged parishes. The territorial reform had an impact on electoral participation depending on the levels of social capital existing in Portuguese parishes. In the case of parishes and union of parishes that had high levels of social capital, it had a positive effect on participation. On the other hand, in the union of parishes with low levels of social capital, there was a negative effect on electoral participation. The impact of territorial reforms on participation must be considered, as they can have negative political results, that is, a loss of the quality of democracy. This research work aims to contribute to a better understanding of the impact of territorial reform on the levels of electoral participation of the merged parishes. In this sense, it was crucial to ascertain the results of electoral participation in 2013 in light of the administrative organization that ceased in 2009. Since, until then, this information was not available automatically and directly, it was necessary to build a database to fill this gap.
