Resumo(s): | O quadro fiscal português no âmbito da definição das receitas públicas e próprias dos municípios, concede uma margem de liberdade aos agentes políticos locais na fixação do nível fiscal para a sua unidade política infranacional. As decisões nesta matéria são anuais e têm repercussão direta no nível das receitas do próprio município. Os fundamentos que suportam aquelas decisões, além do nível de descentralização, podem apresentar uma diversidade de argumentos. Na presente dissertação procurámos perceber o comportamento de três desses argumentos possíveis para o IMI, IRS, Derrama e Derrama Reduzida. Os fundamentos eleitos para a referida análise foram: o Ciclo Eleitoral, a Ideologia Política e a Competição Eleitoral. O espaço temporal de observação eleito foi 2009 - 2019, que compreende três atos eleitorais. Com a análise do ciclo político, apurámos em que medida as opções tomadas variaram tendo em conta os momentos próprios do calendário eleitoral. Constatámos que os diferentes impostos apresentam flutuações distintas perante o ciclo eleitoral. O estudo centrado na ideologia, procurou verificar se as decisões tomadas pelos agentes políticos locais, que suportavam a maior ou menor carga fiscal em cada um dos impostos, seguiam a ideologia partidária ou se, ao invés, seguiam fundamentos positivistas do seu autor. Os resultados demonstraram que a referência ideológica nem sempre é a justificação inerente à fixação das taxas dos impostos. Finalmente com o terceiro argumento, a Competição Eleitoral, procurou-se analisar o impacto da competição política no peso dos impostos. Neste argumento, os resultados do estudo foram unânimes e confirmam que quanto menor for a folga eleitoral menor tende a ser a carga fiscal. The Portuguese tax framework, within the scope of the definition of public and municipal revenue, grants a margin of freedom to local political agents in establishing the tax level for their sub-national political entity. The decisions on this matter are annual and have a clear impact on the level of the municipality's own revenue. The basis for those decisions, in addition to the level of decentralisation, may present a variety of arguments. In this dissertation, we tried to understand the behaviour of three of these potential scenarios for IMI, IRS, Derrama and Derrama Reduzida. The bases chosen for this analysis were: the Electoral Cycle, Political Ideology and Electoral Competition. The time frame of observation chosen is 2009 - 2019, which comprises three electoral acts. With the analysis of the political cycle, we have ascertained the extent to which the choices made have varied in accordance with the timing of the electoral calendar. We have been able to see that the various taxes fluctuate differently in relation to the electoral cycle. The study focused on ideology sought to verify whether the decisions made by local political agents, who endured the greater or lesser tax burden in each individual tax, followed the partisan ideology or whether they followed the author's positivist foundations. The results have shown that the ideological reference is not always the inherent justification for setting tax rates. Finally, with the third basis, the Vote Leave, we tried to analyze the impact of political competition on the tax burden. In this argument, the results of the study were unanimous and confirm that the smaller the vote leave is, the lower the tax burden tends to be. |
