Dados genéticos em investigação de crimes de homicídio na cidade de Fortaleza, Brasil

Abstract

O desenvolvimento e difusão do uso de material genético para fins criminais é uma realidade crescente em cenário mundial, ancorado na justificativa central de promover o combate eficaz da criminalidade. E o Brasil foi um dos países recentemente incluído nessa jornada, consciente da complexidade inerente ao território brasileiro, e certa do campo fértil a ser investigado. Importa saber de que modo vem ocorrendo a introdução das novas tecnologias DNA no universo da investigação criminal. Assim, o objetivo norteador deste trabalho é compreender o uso da tecnologia genética no âmbito das investigações criminais referentes aos crimes de homicídios na cidade Fortaleza – Ceará – Brasil. A metodologia é qualitativa, alicerçada na observação participante e análises de entrevistas com os agentes investigativos. Com base na Teoria Ator-Rede, os principais resultados alcançados podem descrever um quadro concernente à visão dos agentes investigativos relacionado as novas tecnologias nas investigações criminais, as circunstâncias das cenas de crimes na referida cidade, a instrução específica para procedimentos em local de crime, e um foco ampliado a cadeia de custódia dos vestígios coletados desde a cena do crime ao processamento laboratorial.

The development and diffusion of the use of genetic material for criminal purposes is a growing reality worldwide, anchored in the central justification of promoting the effective fight against crime. And Brazil was one of the countries recently included in this quest, aware of the existing complexity in the Brazilian territory as well as of the fertile field to be investigated. It is important to know how the introduction of new DNA technologies has been taking place in the field of criminal investigation. Thus, the guiding objective of this work is to understand the use of genetic technology in the context of criminal investigations regarding homicide crimes in the city Fortaleza - Ceará - Brazil. The methodology is qualitative, based on participant observation and analysis of interviews with investigative agents. Based on the Actor-Network Theory, the main results achieved may describe a context concerning the investigative agents' view regarding new technologies in criminal investigations, the circumstances of crime scenes in that city, the specific instruction for crime scene procedures, and an expanded focus on the chain of custody of traces collected from the crime scene to laboratory processing.
