Nitratos nas águas de Esposende : uma avaliação integrada baseada em indicadores de sustentabilidade

Abstract

Em Esposende, a agricultura tem vindo a desenvolver-se significativamente e a um ritmo acelerado. No entanto, este desenvolvimento encontra-se associado a inadequadas práticas agrícolas realçando o carácter insustentável da agricultura actual. Considerando que o concelho de Esposende está incluído numa Zona Vulnerável (ZV1), achou-se pertinente desenvolver este trabalho nas freguesias cuja economia está dependente do sector agrícola, tendo como principais objectivos a identificação e a quantificação das fontes de poluição difusa associadas à actividade agrícola no domínio dos recursos hídricos, a utilização de indicadores de sustentabilidade e de uma proposta de uma estratégia de desenvolvimento local. A metodologia seguida para atingir os objectivos pretendidos deste trabalho permitiu verificar as principais fontes de poluição das águas superficiais e subterrâneas com nitratos de origem agrícola, a legislação aplicável, a caracterização da estrutura produtiva e a selecção de indicadores: de Pressão (concentração de nitratos nas águas superficiais e subterrâneas e na água potável) e de Estado (consumo de fertilizantes, uso do solo, encabeçamento pecuário, produção de efluentes pecuários, entre outros). Foi possível apurar, através da análise dos indicadores, que a qualidade das águas subterrâneas e de alguns cursos de água superficial da zona de estudo está longe do que a Directiva-quadro da Água considera como um “Bom estado”, sendo factores responsáveis o elevado consumo de fertilizantes azotados, a elevada produção de efluentes pecuários e o aumento do encabeçamento pecuário, o qual se encontra associado à diminuição da Superfície Agrícola Útil (SAU). Face à natureza dos problemas detectados achou-se pertinente elaborar uma proposta de estratégia de desenvolvimento local, baseada na afirmação do sector agrícola da região. Delineouse, assim, três grandes objectivos: a competitividade do sector agrícola baseada num crescimento sustentado, a melhoria do ambiente e da paisagem rural e a melhoria da qualidade de vida das zonas rurais. Para cada um deles definiram-se as prioridades e os vectores estratégicos, e as respectivas metas, as quais indicam, em grandes traços, a direcção final da estratégia de desenvolvimento local. Por exemplo, pretende-se beneficiar os agricultores com a adopção de modos de produção sustentáveis, promover a inovação bem como uma gestão eficiente da água.

Agriculture, in Esposende, has been developing significantly and at a high rhythm . However, this development is associated to inadequate agricultural practices, enhancing an unsustainable character of these days agriculture. Considering that Esposende municipal council is included in a Vulnerable Zone (ZV1), it was found pertinent to develop this work in local areas whose economy is dependent of the agriculture sector, being as main objectives the identification and the quantification of the pollution sources associated to the agriculture activity in the domain of the hydrics resources; the use of sustainability indicators; and a proposal of a strategy for the local development. The followed methodology to reach the pretended objectives of this work allowed to verify the main sources of pollution of superficial and underground waters caused by nitrates of agricultural origin, the applicable legislation, the characterization of the productive structure and by the indicators selection: of Pressure (nitrate concentrations in superficial waters, underground waters and drinking waters) and of State (use of fertilizers, soil use, animal numbers, production of effluent cattle, among others). It was possible to conclude, through the analysis of these indicators, that the quality of the underground waters and some superficial waters courses of the studied area are far away from what is expected by the Directive 2000/60/EC as a "Good State". Responsible for this result is the excessive use of nitrogen-containing fertilizers, the high production of effluent cattle and the advance in the number of animals per hectare, which is associated to the decrease of the Agricultural Useful Zone (SAU). Face to the nature of the detected problems, it seemed necessary to elaborate a proposal of strategy for the local development, based on the affirmation of the agricultural sector in the studied area. It was delineated three big objectives: the competitiveness of agricultural sector based in a supported growth, an improvement of the environment and the agricultural landscape and the improvement of the life conditions of the agriculture areas. For each one of them was defined priorities and strategical vectors, and the respective aims, which indicate, in large lines, the final direction of the local development strategy. For example, it is pretend to benefit the farmers with the adoption of sustainable productions ways, to promote the inovation as well as efficient management water.
