O voluntariado universitário na elaboração de candidaturas de apoio social africano: um estudo de caso em Cabo Verde

Abstract

Atualmente, o voluntariado é um tema facilmente ouvido em todo o lado. Desde as organizações lucrativas, às não lucrativas, esta prática tem crescido e contribuído para o desenvolvimento das sociedades. Nos países pouco desenvolvidos, as ações altruístas apresentam um impacto ainda mais significativo, sendo muitas vezes, responsáveis pela resolução ou melhoria de algumas carências. No entanto, um dos grandes dilemas desta ajuda é a criação não intencional da dependência destes países face ao exterior. A presente investigação centra-se no estudo da necessidade de uma resposta social no bairro do Fonton, um dos bairros mais pobres da Cidade da Praia, em Cabo Verde. A mesma dará suporte à elaboração de uma proposta de um projeto de um centro de estudos, onde será contemplada a perceção do voluntariado universitário, enquanto catalisador do desenvolvimento nos PALOP. Deste modo, a questão que se coloca passa pela perceção de ameaças e oportunidades de resposta social, onde o voluntariado é o principal impulsionador. A realização de inquéritos por entrevista e por questionário, e da análise bibliográfica e documental, permitiu colocar um caráter científico no projeto em estudo, sustentando a necessidade e viabilidade do mesmo. Estes métodos de investigação suportaram a questão de partida, permitindo perceber que alguns dos problemas do bairro poderiam ser solucionados com a implementação do projeto referido. Todos os entrevistados afirmaram que seria uma mais valia para o bairro e que ajudaria a criar perspetivas de futuro. Quanto aos inquiridos, aqueles que se mostraram interessados em colaborar no projeto já tinham realizado ações de voluntariado, sendo por isso, movidos por sentimentos mais altruístas.

Nowadays, volunteering is a topic easily heard everywhere. From profitable to non-profit organizations, this practice has grown and contributed to the development of societies. In less developed countries altruistic actions have an even more significant impact and are often responsible for solving or improving some needs. However, one of the major dilemmas of this aid is the unintended creation of these countries' dependence on the outside world. The present research focuses on the study of the need for a social response in the Fonton neighborhood, one of the poorest districts of Cidade da Praia. This investigation will support the preparation of a proposal for a project of a study center, where the perception of university volunteering will be contemplated as a catalyst for development in the PALOP. In this way, the question that arises is the understanding of threats and opportunities for social response, where volunteering is the main driver. The conduct of surveys by interview and by questionnaire, and bibliographical and documentary analysis, allowed to place a scientific component in the project under study, sustaining the necessity and feasibility of the same. These research methods supported the starting point, enabling us to realize that some of the problems of the neighborhood could be solved with the implementation of the referred project. All the interviewees said that it would add value to the neighborhood and that it would help create perspectives for the future. As for the respondents, those who showed interest in collaborating on the project, had already carried out voluntary actions, and were therefore moved by more altruistic feelings.
