O papel da formação para a identificação e prevenção de situações de risco e de abandono escolar precoce: um estudo junto de assistentes operacionais

Abstract

O mercado de trabalho está em permanente mutação, trazendo implicações diversas na gestão dos recursos humanos das organizações. Duas destas implicações têm que ver com o perfil dos trabalhadores e competências que estes têm que desenvolver para melhor exercerem as suas funções profissionais. A formação adquire um papel central neste processo, assumindose como uma estratégia fundamental para a promoção da inovação, qualidade e desenvolvimento das organizações e valorização dos seus recursos humanos. As escolas portuguesas têm, também, sido influenciadas pelas mudanças na sociedade e pelas recentes políticas educativas. A escola é uma organização cada vez mais heterogénea sob o ponto de vista social, cultural, religioso e étnico, trazendo, como consequência, novos problemas, entre eles no domínio da formação dos seus recursos humanos. Este relatório de estágio dá conta do projeto de intervenção e investigação, realizado na Divisão de Educação de um município e em três agrupamentos de escolas do norte de Portugal. O projeto discute o papel da formação profissional na identificação e prevenção de situações de risco e abandono escolar precoce. Adotando uma metodologia de natureza qualitativa, desenvolveu-se um estudo de caso com recuso às técnicas de observação, análise documental, entrevista e focusgroup. O públicoalvo foram assistentes operacionais das escolas básicas do 1º e 2º ciclos do agrupamento e coordenadores das mesmas. A partir da observação em contexto escolar e de conversas informais identificaram--se necessidades de formação, elaborou-se e desenvolveu-se um plano de formação para aquele público, tendo como problemática as crianças em risco e perigo e o abandono escolar precoce. Este plano de formação procurou ir ao encontro dos interesses e necessidades, quer das formandas, quer da instituição, tomando-as mais conscientes e aptos para identificar crianças que possam estar a passar por uma situação de risco ou perigo. Da avaliação da formação concluiu-se que esta permitiu desenvolver mais competências naquele domínio, bem como na auto-estima profissional das assistentes operacionais.

The job market is constantly changing, bringing diverse implications in the human resource management of organizations. Two of these implications have to do with the profile of the workers and skills that they have to develop in order to better carry out their professional duties. Training plays a central role in this process, assuming itself as a fundamental strategy for the promotion of innovation, the quality and development of organizations and the enhancement of their human resources. Changes in the society and recent educational policies have also influenced the Portuguese schools. The school is an organization that is increasingly heterogeneous from the social, cultural, religious and ethnic points of view, bringing, with it, new problems without mastery of the training of its human resources. This internship report is about the intervention and research project carried out in the Education Division of a municipality and of a tree group of schools in the north of Portugal. The project discusses the role of vocational training in the identification and prevention of risk situations and early school leaving. Adopting a qualitative nature methodology, a case study was developed using observational techniques, documentary analysis, interview and focus group. The target audience was the operational assistants of the elementary schools of the 1st and 2nd cycles of the school group and their coordinators. From the observation, in the school context and from informal conversations, training needs were identified, a training plan was made and developed for that public, focusing on the children at risk and in danger and on the early school leaving problem. This training plan sought to meet the interests and needs of both the trainees and the institution, making them more aware and able to identify children who may be in a situation of risk or danger. From the evaluation of the training, it was concluded that this allows to develop more competences in that field, as well as in the professional self-esteem of the operational assistants.
