Resumo(s): | O risco de incêndio florestal é aquele que mais tem aumentado em Portugal, onde se regista um
elevado número de ocorrências e uma extensa área ardida, fruto, quer das características climáticas e
físicas do território, quer da falta de ordenamento e gestão florestal. Assim, torna-se imperativo que se
concretizem os objetivos de reduzir o número de incêndios bem como a área ardida, mitigar e minimizar
os impactos daí decorrentes, através de políticas consistentes de ordenamento do território, gestão
florestal e educação florestal.
Assim sendo, e tomando como estudo de caso o concelho de Guimarães, a presente investigação
visa conhecer e compreender a sua realidade dendrocaustológica, bem como perceber se os sistemas
de defesa da floresta contra incêndios (DFCI), em particular os instrumentos legais e as infraestruturas
físicas, estão adequados para essa realidade.
Mediante isto, depois de uma primeira fase teórica, que permitiu elucidar acerca da problemática
em estudo (com particular ênfase na defesa da floresta contra incêndios e no risco de incêndio florestal),
procedeu-se, posteriormente ao tratamento estatístico e gráfico da informação disponível, bem como à
elaboração de cartografia, o que permitiu caraterizar fisicamente o território e identificar as áreas de
maior vulnerabilidade aos incêndios florestais.
Face a isto, tornou-se importante analisar os diversos instrumentos de DFCI, bem como
entrevistar o responsável pelo Gabinete Técnico Florestal e o Comandante dos Bombeiros Voluntários de
Guimarães, para perceber quais as principais lacunas existentes nesse âmbito, no concelho.
Os resultados desta investigação permitiram-nos concluir que apesar de existirem freguesias
problemáticas, como é o caso de São Torcato, União de freguesias de Atães e Rendufe, União de
freguesias de Souto Santa Maria, Souto São Salvador e Gondomar e a União de freguesias de Sande Vila
Nova e Sande São Clemente, que apresentam entre 1990 e 2015, um elevado número de ocorrências
e área ardida, devido ao bom trabalho efetuado por parte das entidades competentes, o risco de incêndio
é considerado elevado.
Contudo e apesar destes bons resultados, é necessário melhorar e reforçar a educação
ambiental e florestal, sendo este um pilar fundamental para que o número de ignições no futuro seja
cada vez menor. The risk of forest fires is the one threat that has increased the most in Portugal, an area where we can encounter a high number of occurrences as well as an extensive burnt area, which are prompt both from the climatic and physical characteristics of the territory, as well from the lack of territorial planning and management. Thus, it is imperative that the objectives of reducing the number of fires, as well as the burnt area, are attained by mitigating and minimizing the resulting impacts through consistent policies of land management, forest management and education. Therefore, and taking the Municipality of Guimarães as a study case, the present research aims to acknowledge and comprehend its dendrocaustological reality, as well as to understand if the defence mechanisms of the forest against fires (DFCI), particularly the legal instruments and the physical infrastructures, are suitable for this reality. Hereupon, after this first theoretical approach, that has permitted to deepen the knowledge regarding the problematic under study (with particular emphasis on the forest defence against fires, as well as the risk of forest fire), a statistically and graphical treatment of the available information, as well as the elaboration of cartography. This has permitted to physically characterize the territory and identify the areas of higher vulnerability to forest fires. Consequently, it has become important to analyse the diverse instruments of DFCI, as well as to interview the spokesperson of the Technical Forest Office and the Commander of the Volunteer Firefighters of Guimarães, in order to understand the main existing gaps in this extent, within the municipal area. The results of this investigation have allowed us to conclude that despite of existing some problematic parishes, as is the case of São Torcato, the Union of Parishes of Atães and Redunfe, the Union of Parishes of Souto Santa Maria, Souto São Salvador and Gondomar and the Union of Parishes of Sande Vila Nova and Sande São Clemente, which present between 1990 and 2015 a high number of occurrences and burnt area, given the good work of the competent authorities the risk of fire can be considered high. Nonetheless, and despite the good results, it is necessary to improve and reinforce the environmental and forest education, this being a fundamental pillar in order to the number of future ignitions to be ever smaller. |
