Proposta de valorização e recuperação ambiental do Forte São Neutel e envolvente

Abstract

O presente trabalho surge da inquietação face à situação em que se encontra o Forte São Neutel e o contexto onde esta estrutura militar do século XVII está inserida na cidade de Chaves. Devido à expansão da cidade a sua envolvente cresceu sem uma lógica comum, propicionando a formação de espaços desconexos e pouco consolidados. Esta organização para além de não valorizar o monumento, cria uma descontinuidade no território e põe em causa a qualidade do espaço urbano. A organização deste lugar constitui, assim, uma oportunidade para refletir sobre como devemos pensar estas problemáticas urbanas e como um projeto de intervenção pode valorizar e consolidar uma área do tecido urbano que se encontrada fragmentada, apresentando-se uma hipótese de abordagem para o exemplo do Forte São Neutel e a sua envolvente. Adopta-se um processo de intervenção onde se faz o reconhecimento das características transformadoras do lugar, permanências construídas, processos naturais e formas de ocupação. Através de um desdobrar de camadas, físicas e temporais, pretende-se encontrar as razões que conduziram ao contexto repartido e, numa perspetiva futura, introduzir uma possibilidade de ativar o lugar. Tendo em conta a análise sobre o lugar, propõe-se a valorização e recuperação ambiental do Forte São Neutel e envolvente com a construção de um Parque. O projeto pretende tornar mais equilibrada esta área e criar um novo diálogo entre as atividades existentes de maneira a unificar o lugar. Também dar a possibilidade de se criarem novas relações com o território e, assim, melhorar a qualidade urbana.

The present work arises from the restlessness associated to the urban context of a military structure of the seventeenth century, Fort St. Neutel, in Chaves. Due to the expansion of the city in its surroundings, without a common logic, it has led to the formation of disconnected and poorly consolidated spaces. Which, in addition to its organization, does not value the monument, creates a discontinuity in the territory and calls into question the quality of the urban space. The organization of this place is thus an opportunity to reflect on how an intervention project can value and consolidate an area of the urban fabric that is found fragmented, presenting a hypothesis of approach to the example of Fort St. Neutel and its surroundings . It adopts a process of intervention where it is made the recognition of the transforming characteristics of the place, built permanences, natural processes and forms of occupation. Through the unfolding of layers, physical and temporal, we intend to find the reasons that led to the fragmented context and, in a future perspective, introduce a possibility of activating the place. Taking into account the analysis of the place, it is proposed the valorization and environmental recovery of Fort St. Neutel and its surroundings with the construction of a Park. The project aims to make this area more balanced and create a new dialogue among existing activities in order to unify the place. It also aims to make possible to create new relations with the territory and thus to improve urban quality.
