Resumo(s): | Indiscutível literatura salienta o papel relevante que a criação de empresas tem
como estímulo à introdução de inovação e à criação de emprego, bem como no
desenvolvimento económico regional.
Esta dissertação produz evidência para Portugal, investigando a dinâmica espacial
e setorial da criação de empresas e os seus determinantes. A análise incide sobre os 278
concelhos de Portugal Continental no ano de 2015 e usa dados publicados pelo Instituto
Nacional de Estatística.
Para a consideração dos efeitos espaciais foram aplicados métodos de estatística
espacial, usando como matriz de ponderadores espaciais a matriz da distância entre
centroides.
Os resultados sugerem a existência de autocorrelação espacial positiva e
estatisticamente significativa entre os municípios, pelo que estimação por OLS não é
adequada. Quando se considera a totalidade dos setores, verifica-se que a dependência
espacial dos dados resulta da existência de spillovers regionais. No entanto, quando a
análise é desagregada por setores de atividade, verifica-se que no caso do setor dos
serviços existe autocorrelação espacial nos erros. Na indústria transformadora a
associação espacial resulta da existência de ambos.
Finalmente, identificaram-se alguns determinantes da criação de empresas nos
municípios portugueses. Para o conjunto dos setores, encontrou-se um efeito positivo e
estatisticamente significativo da pequena dimensão média dos estabelecimentos, do
desemprego, do crescimento da procura e da inovação. Relativamente ao setor dos
serviços, apenas a aglomeração e o crescimento da procura têm um efeito positivo e
estatisticamente significativo sobre a criação de empresas, enquanto a dimensão média
dos estabelecimentos tem um impacto negativo e estatisticamente significativo. Para o
setor da indústria transformadora somente a variável explicativa criatividade estimula a
criação de novos negócios. Unquestionable literature highlights the relevant role of the creation of firms as an incentive for the introduction of innovation and the creation of employments, in addition to its influence in the regional economy development. This dissertation display evidences for Portugal, by investigating the spatial and the sectorial dynamics of the creation of firms and its determinants. The analysis regards the 278 municipalities of mainland Portugal in the year of 2015 and it uses data published by the National Institute of Statistics. Methods of spatial statistic were applied to consider the spatial effects, by using the matrix of distance between centroids as the spatial weights matrix. The results suggest the existence of a positive and statiscally significant spatial autocorrelation between the municipalities, and therefore the estimation by OLS is not appropriate. When the totality of the sectors is contemplated, it is confirmed that the spatial dependence of the data is an outcome of the existence of regional spillovers. However, when the analysis is disaggregated by activity sectors, a spatial autocorrelation in the errors is verified for the services sector. In manufacturing sector the spatial association results from the existence of both. Finally, some determinants of the creation of firms, in the Portuguese municipalities, were identified. For the group of sectors, a positive and statistically significant effect of the small average establishment size, the unemployment, the demand growth and the innovation, was found. Regarding the service sector, only the agglomeration and the demand growth have a positive and statistically significant effect over the creation of firm, whereas the average establishment size has a negative and statistically significant impact. For the manufacturing sector, only the explanatory variable of the creativity stimulates the formation of new firms. |
