Resumo(s): | Será que os eleitores responsabilizam os políticos pela performance económica,
durante o período em que se encontram no poder? Ao longo dos últimos anos, tem se
verificado um acréscimo significativo na literatura internacional, acerca da função
voto/popularidade. É através desta função que se torna possível dar resposta à
pergunta acima colocada, e é esta que nos permite entender quais são os fatores que
mais condicionam a avaliação que os eleitores fazem do desempenho dos
governantes. No que concerne ao caso português, a literatura acerca deste tema é
bastante escassa. De forma a dar continuidade a este assunto, e preencher a lacuna
existente, será analisado um período temporal que nunca foi estudado em Portugal.
Assim, este estudo investiga o efeito de variáveis económicas e políticas na
popularidade de quatro entidades: o Primeiro-Ministro, o Governo, a Assembleia da
República e o Presidente da República. É feita uma revisão da literatura acerca do
tema e uma descrição do funcionamento do sistema político português, bem como das
responsabilidades das quatro entidades acima referidas. É depois efetuada uma
análise econométrica com base em dados mensais e trimestrais, que vão desde janeiro
de 2002 até dezembro de 2016. Os resultados obtidos, sugerem que a hipótese da
responsabilização é verificada. Ou seja, existe uma relação negativa entre a taxa de
desemprego e a popularidade das entidades. O impacto da média da taxa de inflação
não é tão evidente, mas também é verificado em alguns casos. Também há evidências
do efeito negativo do tempo no poder na popularidade destas entidades, no sentido
em que a popularidade diminui com o aumento do tempo em que estes se encontram
a governar. Adicionalmente, a Assembleia da República beneficia de um estado de
graça no início do mandato. Finalmente, há evidências de que é o Governo quem mais
é prejudicado pela situação da economia. Do voters blame politicians for the Portuguese economic performance, during the period in which they are in power? Over the last few years, there has been a significant increase in the international voting literature on the vote/popularity function. It is through this function that it becomes possible to answer the question raised above, and this one allows us to understand which are the factors that condition the voters' perception about the politicians. As far as the Portuguese case is concerned, there is little literature on this subject. In order to fill the existing gap, I will work with a time period that has never been studied in Portugal. Thus, this study investigates the effect of economic and political variables on the popularity of four entities: the Prime Minister, the Government, the Parliament and the President of the Republic. A review of the literature on this topic is made, as well as a description of the functioning of the Portuguese political system and the responsibilities of these entities. Then, an econometric analysis is performed, based on monthly and quarterly data, between january 2002 and december 2016. The results obtained suggest that the responsibility hypothesis is verified. That is, the unemployment affect the popularity levels, as well as the inflation rate, but to a lesser extent. There is also evidence of popularity erosion, that increase with the time in which the politicians are in office. In addition, the Parliament benefits with the honeymoon effect. Finally, there is evidence that it is the Government that is most affected by the negative outcomes of the economy. |
