Resumo(s): | A região do Ártico tem conhecido uma significativa transformação geográfica ao longo
dos últimos anos, que tem contribuído para um afirmar da região no panorama político
internacional. Esta transformação possui uma abrangência global, pois globais são as suas
causas e as suas consequências. As primeiras, ligadas às alterações climáticas e crescente
degelo no Ártico; as segundas, à sua inclusão nas agendas políticas de diversos Estados, mesmo
aqueles que são exógenos à região, tendo em vista os ganhos económicos possibilitados por um
maior acesso marítimo à mesma. A presente investigação terá assim como pressuposto estas
transformações, analisando os interesses e as políticas da Rússia e da China em relação à
navegabilidade da região, e mais concretamente da Northern Sea Route. A rota ártica é, desta
forma, enquadrada na presente investigação tendo em conta duas dimensões de ordem
comercial que revelam todo o seu valor geopolítico e económico: o transporte marítimo
internacional e a exploração e escoamento de recursos. O primeiro vetor referido advém do facto
de a Northern Sea Route permitir uma ligação marítima entre o Atlântico Norte e a Ásia-Pacífico,
sendo o segundo resultante da convergência da referida rota com os recursos que se encontram
no Ártico Russo, com destaque para os energéticos. Assume-se assim a pergunta de
investigação - De que forma a Rússia e a China projetam os seus interesses no Ártico, tendo em
consideração a sua navegabilidade? - A compatibilidade de interesses da Rússia e da China em
torno dos dois vetores anteriormente referidos, leva a que se adote como hipótese principal a
necessidade de cooperação entre as referidas potências, por forma a que os seus objetivos de
navegação sejam concretizados. Para além disso, as dinâmicas de cooperação que se vêm
detetando no Ártico desde os anos 90, bem como o enfoque da presente investigação em
vetores de cariz económico, fazem também com que o Institucionalismo ou Neoliberalismo seja
o quadro teórico adotado na análise, focando instituições como o Conselho do Ártico, a
Convenção das Nações Unidas sobre o Direito do Mar (UNCLOS) ou a Organização Marítima
Internacional (IMO), que se revelam incontornáveis na governação da região. Examina-se desta
forma o posicionamento da Rússia e da China em relação às referidas instituições, bem como as
dinâmicas de cooperação bilateral a que se tem assistido entre estas potências no que se refere
ao Ártico e à sua navegabilidade. The Arctic region has experienced a significant transformation over the last few years, which has contributed to the region's assertion in the international political agenda. This transformation has a global scope, because global are its causes and its consequences. The former, connected to the climate changes and increasing melting of the region's ice. The latter, to its inclusion on the agendas of the most diverse world powers, motivated by the economic gains made possible by an easier maritime access to the Arctic. The present investigation will thus have as background these transformations, analyzing the interests and politics of Russia and China on the navigation of the region, and more concretely, in the Northern Sea Route. The Arctic route is, therefore, analyzed in the present investigation taking into account two commercial dimensions, revealing all its geopolitical and economic value: international maritime transport and the exploitation and commercialization of resources. The first comes from the fact that the Northern Sea Route provides a maritime corridor between North Atlantic and Asia-Pacific regions; the second, resulting from the convergence of the route with the vast resources of the Russian Arctic. The research question is thus assumed as How does Russia and China project their interests in the Arctic, taking into account its navigability? The compatibility of interests of Russia and China regarding the aforementioned vectors, leads to the adoption of the main hypothesis of the need for cooperation between them, in order to accomplish their navigation objectives. In addition to that, the dynamics of cooperation detected in the Arctic region since the 1990's, as well as the focus of the present investigation in the economic sphere, justifies the adoption of the Institutionalism or Neoliberalism as the theoretical framework in this analysis, focusing on institutions like the Arctic Council, the United nations Convention on the law of the Sea (UNCLOS) or the International Maritime Organization (IMO), which are central elements of the region's governance. It is thus analyzed the position of Russia and China in relation to the abovementioned institutions, as well as the dynamics of bilateral cooperation between these actors in the Arctic, particularly in what concerns to its navigation. |
