Escalas de inclusão: Habitar a cidade do Porto no limiar do íntimo e do coletivo - Ser Abrigo

Abstract

O seguinte trabalho é uma reflexão prática sobre o problema dos sem-abrigo. Partindo de uma inquietação pessoal, reunimos um conjunto de informação relativa ao habitar considerado limiar, à margem da sociedade e da cidade, sobre o qual é entendida uma aproximação à intimidade do sem-abrigo no contexto de coletividade. A investigação é realizada no Porto, com maior incidência na baixa portuense onde os sem-abrigo centralizam as suas dinâmicas. Escalas de Inclusão resulta num projeto para a inclusão dos sem-abrigo na cidade, por escalas, ferramentas de arquitetura, que representam os mecanismos de mediação entre o sem-abrigo e a cidade e, a estratégia de inclusão social. Abrigos dissimulados no contexto do mobiliário urbano interpretam novas dinâmicas, relações e ambiências, a partir do olhar e uso específicos do sem-abrigo. A inclusão do sem-abrigo na cidade é abordada num processo faseado, e cumulativo, segundo cinco escalas: a escala da (id)entidade, a escala da (i)mobilidade, a escala da (des)vinculação, a escala da (in)visibilidade e, como síntese, a escala humana. A escala 1:10000 é a escala da (ID)entidade, e reflete sobre a presença humana no território urbano. A cidade é reinterpretada à escala de uma casa, no conjunto dos serviços e equipamentos de carácter social integrados numa rede solidária, sintetizados numa mapa de orientação: um guia de sobrevivência. A escala 1:1000 é a escala da (i)Mobilidade, e propõe uma nova dinâmica urbana, contrariando a ociosidade. É feita a associação do abrigo aos sistemas de mobilidade urbanos, focando o Metro do Porto, onde o abrigo é implantado e, a partir do qual, o sem-abrigo integra a rede de mobilidade no acesso aos serviços sociais existentes por toda a cidade. A escala 1:100 é a escala da (des)Vinculação, a escala da implantação do abrigo, representam-se possíveis inclusões do dispositivo no contexto público, sugerindo novas relações entre o sem-abrigo e o lugar e as pessoas em geral.A escala 1:10 é a escala da (IN)visibilidade, a escala do pormenor, representativa dos desenhos de pormenor do abrigo mínimo, o processo construtivo e as especificações materiais que o definem. Por fim, a escala 1:1, reconhece este habitar à luz de uma identidade restituída, com um abrigo mínimo, novos vínculos com a infraestruturas urbanas e sociais, incluído nos sistemas de mobilidade urbanos, define uma nova rede social, cujo gerente e coordenador é o próprio. O sem-abrigo está incluído/ao abrigo da cidade. É um Ser Abrigo.

The following work is a practical deliberation on the problem of homelessness. From a personal concern, it was gathered a set of information relating to inhabiting on the verge, in the margins of society and the city, which is proposed an approach to the homeless intimacy in the community context. The research was carried out in Porto, with higher incidence in downtown, where the homeless’ dynamics are regular. Scales of Inclusion results in a project for inclusion of homeless in the city, by architectural scales, architecture tools, that represent the mechanisms of mediation between the homeless and the city, and the social inclusion strategy. Dissimulated minimal shelters integrate new dynamics, relationships and ambiencies, throw the eye and the homeless apropriation. The process of inclusion is studied at five steps, at five scales, specifically: the scale of (id)entity, the scale of (i)mobility, the scale of (un)vinculation, the scale of the (in)visibility and, in resume, the scale of human inclusion.The 1: 10000 scale is the scale of (id)entity, and reflects on the human presence in the urban territory. The city is reinterpreted at the scale of a house, in all the services and social equipment integrated into a solidarity network, synthesized in an orientation map: a survival guide. The 1: 1000 scale is the scale of (i)mobility, and proposes a new urban dynamic opposed to inactivity. In this approach the shelter is associated with the mobility urban systems, in the context of Metro do Porto, where is located, and throw it, the homeless is included in the mobility network that connects all the social services dispersed in the city. The 1: 100 scale is the scale of (un)vinculation, the scale of the shelter implantation, and are represented various inclusions of this installation in the public arena, suggesting new relationships between the homeless, the place, and with people in general.The 1:10 scale is the scale of the (in)visibility, the detail scale, representative of the detailed plans of the minimal shelter, the construction process and materials specifications that defines it.Finally, the 1: 1 scale, recognizes the habitat in the light of a restored identity, possible with a minimal shelter, new links with urban and social infrastructure, the conection within an urban mobility systems, that all defines a new social network, whose manager and coordinator is the homeless himself. The homeless is included/sheltered in the city. He returns as a Being Shelter.
