Resumo(s): | O presente estudo aborda os temas de inovação e transferência de conhecimento. Portugal está
cada vez mais ativo nestas áreas, sendo que no conjunto de países classificados como “inovadores
moderados”, foi o que mais aumentou a despesa em I&D.
O modelo teórico de Bozeman, Rimes & Youtie (2014) – “Contigent Efectiveness” – sugere que a
difusão de conhecimento acontece dependendo de cinco dimensões: da ação do agente
transferidor, das condições da procura, do objeto transferido, do meio de transferência e do recetor
do conhecimento. Afirma também que a transferência é efetiva se se enquadrar num dos seguintes
critérios: “Impacto de mercado”, “Desenvolvimento económico”, “Custo de oportunidade”,
“Político”, “Capital cientifico, técnico e humano”, “Out-the-door” e “Valor público”.
O trabalho pretende avaliar e perceber os impactos da transferência de conhecimento através de
um estudo de caso relativo ao PIEP (Polo de Inovação de Engenharia e Polímeros). O PIEP é um
produtor e transferidor de conhecimento que estabelece relação com diferentes empresas
colaborando com elas em projetos de I&D e realizando testes e ensaios. O objetivo deste estudo é
perceber como se processa a transferência e quais os impactos que dela resultam. Para tal,
recorremos à administração de um inquérito aplicado às organizações que colaboraram com o
PIEP em projetos de I&D (46 empresas) e em serviços de testes e ensaios (200 empresas) no
horizonte temporal de 2008 a 2014. Das quais obtemos 29 respostas relativas a projetos e 33
relativas a testes e ensaios. Após a recolha dos resultados, quantificamos e agrupamos os
impactos, e posteriormente utilizamos o teste de Wilcoxon para testar as diferenças entre
expectativas e resultados. Por fim, analisamos a avaliação que as empresas fizeram sobre o
trabalho do PIEP.
As conclusões indicam que não há resultados negativos após a colaboração e que os impactos no
volume de negócios, na atividade internacional, no registo de patente e na melhoria de um produto
existente são os mais significativos. As empresas têm expectativas muito altas antes de colaborar
com o PIEP e nem sempre são correspondidas, ainda assim avaliam positivamente a qualidade
do trabalho. This study addresses the themes of innovation and knowledge transfer. Portugal is increasingly active in these areas, and in the number of countries classified as "moderate innovators", it was the one that increased the most on R & D expenditure. The theoretical model of Bozeman, Rimes & Youtie (2014) - "Contigent Efectiveness" - suggests that the diffusion of knowledge happens depending on five dimensions: the action of the transfer agent, demand conditions, the transfer object, the transfer media and the transfer recipient. It also states that the transfer is effective if it has any of the following criteria: "Market impact", "Economic development", “Opportunity cost", "Political", "Scientific capital, technical and human", “Out-the-door” and "Public value”. The work will evaluate and understand the impact of knowledge trnsfer through a case study: PIEP (Innovation in Polymer Engineering). PIEP is a producer of knowledge and a transfer agent, which establishes relationships with different companies that collaborate with him not only in R & D projects but also carries out tests and trials. The aim of this study is to understand how to process the transfer and the impacts that result. For this, we turn to the administration of a survey applied to organizations that collaborated with the PIEP in R & D projects (46 companies) and in testing services (200 companies) in the time frame from 2008 to 2014. Of which get 29 answers on projects and 33 related to tests and trials. After collecting the results, quantified and grouped the impacts, we used the Wilcoxon test to analyze the differences between expectations and results. Finally, we analyze how the companies evaluate PIEP’s work. The findings indicate that there are no negative results after the collaboration and the impact on turnover, in international activity, in patent registration, and improvement of an existing product are the most significant. Companies have very high expectations before collaborating with PIEP and are not always met, yet they evaluate positively the quality of PIEP’s work. |
