Análise económica do impacto da regulação ambiental no setor da suinicultura em Portugal

Abstract

A suinicultura é uma atividade de grande valor económico e social em Portugal. Porém, é também uma atividade que contribui para o aumento da poluição da água, ar e solo, por isso encontra-se fortemente regulada em várias dimensões nomeadamente na ambiental. O presente estudo tem como objetivo analisar o grau de informação e cumprimento da legislação ambiental no setor de suinicultura através da avaliação dos efeitos que a regulação tem ao nível do desempenho das empresas. Ou seja, avaliar até que ponto a regulação a que a atividade está sujeita afeta as estruturas de custos das empresas, as suas estratégias e desempenho. Nesse sentido foi feita uma avaliação empírica, através da formulação de um questionário aos produtores de suinicultura com o intuito de caracterizar economicamente o setor e analisar se estes agentes estão familiarizados e se cumprem a legislação relativa à sua atividade. Os resultados indicam que as empresas que responderam ao questionário tendem a estar pouco informadas e a não cumprir alguns parâmetros da legislação e que esta impacta positivamente os custos da empresa.

The pig breeding industry is an economic and social activity of great importance in Portugal. However, it is also an industry which contributes to the increase in air, water and soil pollution, which makes this a highly regulated economic sector in terms of environmental policy. The present study aims to analyze the degree of information and compliance with environmental legislation in the pig breeding industry, through the evaluation of the effects of regulation on firm performance. In other words, the objective was to evaluate how the regulation affects firms’ cost structures, strategies and performance. In order to assess these aspects, an empirical analysis was conducted by sending a survey to pig breeding producers with the intention of characterizing the sector economically and to find out if legislation is actually known and complied with by firms. The findings indicate that companies who answered the questionnaire tend not to be well informed and they do not comply with some regulatory parameters. Moreover, legislation affects company costs by increasing them.
