Programa Instituto Confúcio : soft power e diplomacia cultural

Abstract

O presente relatório de estágio enquadra-se no Mestrado em Estudos Interculturais Português/Chinês: Tradução, Formação e Comunicação Empresarial da Universidade do Minho. É o resultado de um trabalho desenvolvido durante o meu estágio no Instituto Confúcio da Universidade do Minho (entre Setembro de 2013 e Agosto de 2014), focado na organização da XX Conferência Bienal da Associação Europeia de Estudos Chineses (EACS). Este relatório terá como objetivo a elaboração de uma análise, ainda que humilde, do fenómeno Instituto Confúcio. Focar-se-á em dois estudos de caso com o qual colaborei enquanto estagiário: o primeiro será o Instituto Confúcio da Universidade do Minho como exemplo desta organização focada unicamente no ensino de língua e divulgação de cultura chinesa; o segundo focar-se-á na interferência do Hanban aquando da XX Conferência Bienal da Associação Europeia de Estudos Chineses (EACS) como exemplo de um evento em que as ações do Instituto Confúcio terão tido porventura um cariz mais político e estiveram marcadas por controvérsia. Procura-se contrapor estes dois estudos de caso com eventos semelhantes, de forma a partir para uma reflexão sobre o papel dos Institutos Confúcio como instrumentos culturais de soft power da República Popular da China.

The following internship report falls within the scope of the University of Minho's master’s degree on Intercultural Studies in Portuguese and Chinese: Translation, Education and Communication. It is the result of a period of work developed during my internship in the Confucius Institute of Minho University (between September 2014 and August 2014) focused on the organization of the XX Biennial Conference of the European Association for Chinese Studies (EACS). This report aims at analyzing, even if only humbly, the Confucius Institute Program as an instrument of soft power by the People's Republic of China. It will be focused on two cases studies, with which I have collaborated as an intern: the first would be the Confucius Institute of the University of Minho, as an example of this organization being uniquely focused on the teaching of the Chinese language and the spread of Chinese culture; the second one will focus on Hanban's interference during the XX Biennial Conference of the European Association for Chinese Studies (EACS) as an example of an event in which the Confucius Institute's actions may have had a political tone and were marked by controversy. The report seeks at comparing both these case studies with similar events, in order to reflect on the role of Confucius Institutes.
