Resumo(s): | As questões da (in)segurança urbana têm ocupado grande centralidade no âmbito
do debate público e académico, assim como ao nível das políticas da administração central
e local dirigidas à prevenção da criminalidade nas cidades. A crescente visibilidade deste
fenómeno, tanto ao nível dos discursos dos meios de comunicação social como no plano
das representações sociais do cidadão comum, convida à reflexão sobre a influência que o
“medo à cidade” pode deter sobre as práticas parentais. Ou seja, de que forma sentimentos
de (in)segurança podem ou não criar impactos nos comportamentos e representações
sociais dirigidos às crianças e nas perceções de risco em torno da infância?
O objetivo principal deste estudo foi identificar e explorar as causas do sentimento
de (in)segurança urbana vivenciado por pais relativamente aos seus filhos, tendo como
ponto de partida as representações sociais em torno da (in)segurança no “passado e no
presente” e perceções sobre os efeitos dessas transformações no âmbito das práticas
parentais. Esta questão de partida serviu de mote a que os participantes neste estudo
expressassem as suas opiniões sobre os contornos da (in)segurança que marcam o contexto
onde decorreu a investigação, os seus maiores medos relativamente à segurança dos seus
filhos, as ideias subjacentes à influência que os media podem deter ao nível das práticas
parentais, as posições adotadas face ao risco e as mudanças que se operaram ao longo dos
anos em termos de segurança das crianças.
A metodologia adotada foi de caráter qualitativo, baseada na técnica de pesquisa de
entrevistas focais (focus group) com dois grupos de pais de crianças do 1.º ciclo de
escolaridade.
Os resultados obtidos indicam que um considerável alarmismo social em torno do
crime e da insegurança, em larga medida sustentado por noções de que o crime está a
aumentar, tem determinado o despoletar de sentimentos de insegurança nos cidadãos e,
consequentemente, provocado um condicionamento ao nível das práticas parentais que se
expressa na crescente adoção de medidas cautelares mais ou menos fortes, adequando o
medo ao risco percetível. A insegurança traduz o reflexo das mudanças sociais que se têm
vindo a registar ao longo dos tempos, devendo, portanto, ser entendida como mais um dos
fenómenos que caracterizam a era pós-moderna, a qual é marcada por uma híperrepresentação
do risco, em parte alimentada pelos media à escala global. The questions of urban (in)security, have occupied a great focus in the scope of public and academic debate, such as at level of the central and local politics of administration, directed to the criminal prevention in cities. The increase visibility of this phenomenon, like the level of the social communication and also the plan of the social representations of the common citizen, invites a reflection about the influence that the “fear to the city” can hold about the parental practices. Which means, in what way feelings of (in)security can or not create impact in social behaviors and representations of children’s and in the risk perceptions surrounding the childhood? The main goal of this study was to identify and explore causes of feelings of urban (in)security experienced from the parents relatively to their children’s, having as a starting point the social representations around de (in)security in “past and present” and perceptions of the effects of those transformation in the scope of the parental practices. This starting question, served for the participants in this study to express their opinions about the counters of (in)security of the content where occurred the investigation, their biggest fears relatively to the security of their children’s, the ideas underlying to the influence that the media can hold at the level of parental practices, to the positions adopted according to the risk and changes that occur over the years in terms of child’s security. The methodology adopted was a qualitative character, based in research techniques of focal interviews (focus group) with two parental groups of children’s of the 1st education cycle. The obtained results, indicates that an considerable social alarmism around the crime and insecurity, in large scale sustained by options that the crime is increasing, as determined the awakening of feelings of insecurity in citizens consequently, causing a level of parental practices condicionament, that express the increasing adoption of precautionary measures stronger or less stronger, to suit the fear to the perceptible risk. The insecurity translate the reflex of social changes, that has been registered over the years, having being understood, more as one of the phenomenon that characterizes the postmodern era, which is marked for one hiper-representation of the risk, in part fed by the media in a global scale. |
