Resumo(s): | Os movimentos migratórios sempre fizeram parte da história da Humanidade,
sendo que este fenómeno evoluiu ao longo dos tempos, uma vez que era restrito e
limitado. Actualmente, este conceito tem um carácter global e os movimentos
migratórios têm vindo a intensificar-se. No contexto da União Europeia, as migrações
assumem um carácter particular uma vez que, por efeitos dos Tratados constitutivos da
União qualquer cidadão de um Estado-membro tem o direito a emigrar, seja por
motivos profissionais ou outros, dentro das fronteiras da Europa Comunitária. A
cidadania europeia veio acrescentar um conjunto de direitos e deveres do cidadão, sendo
que, entre outros, veio vincular o direito à livre circulação. De forma a regular as
migrações, foram desenvolvidas políticas europeias para as mesmas, tendo, também, o
intuito de integrar os migrantes.
As alterações socioeconómicas que atingiram a Europa, e, em particular Portugal,,
especialmente a partir de 2008, afectaram a empregabilidade. O volume do desemprego
e do emprego precário aumentaram. Consequentemente, verificou-se o aumento da
emigração. Sendo os jovens, em particular os jovens com qualificações superiores, um
dos segmentos etários mais afectados, estes encontraram na emigração a solução para
este problema, sendo que, em Portugal, a emigração jovem aumentou em larga escala a
partir de 2012.
Neste trabalho de investigação, foi definido como objectivo principal analisar a
ligação dos jovens portugueses qualificados que têm emigrado nos últimos anos com a
UE e a identidade europeia. Procura-se perceber se o seu sentimento de pertença a uma
Comunidade se tornou mais frágil ou fortalecido após a saída do país.
Para isso foi realizado e colocado online um inquérito com 19 questões, direcionado a
jovens emigrantes com qualificações superiores. Além de tentar perceber a ligação dos
mesmos à UE, procura-se saber quais os motivos que os levaram a sair do país e quais
as maiores diferenças e semelhanças entre Portugal e o país de acolhimento. Migratory movements have always been part of human history, and this phenomenon has evolved over time, it used to be restricted and limited due to geographical issues. Currently, this concept has a global character and migration have been intensified. In the European Union, migration assumes a particular character because, for the purpose of founding Treaties of the Union any citizen of a Member State has the right to emigrate, either for professional reasons or others, within the borders of the European Community. European Citizenship has added a set of rights and duties of citizens, and, among others, came to link the right to free movement. In order to regulate migration, European policies have been developed for them, also having the intent to integrate migrants. Socio-economic changes that affected Europe, and in particular Portugal, especially from 2008 on, have affected the employability. The volume of unemployment and precarious employment increased. Therefore, there has been an increase in the emigration. Young people, particularly young people with higher qualifications, are one of the age groups most affected by these issues, so they found in emigration the solution to the problem, and the young emigration increased largely from 2012. In this research work, the main objective settle was to understand the link between qualified young mass emigration, in recent years, with the EU and European identity. It also seeks to understand whether their sense of belonging to a community became weaker or stronger after leaving the country. Therefore, it was accomplished and placed an online survey of 19 questions, directed to young migrants with tertiary qualifications. Besides trying to understand the connection to the EU, it seeks to know the reasons that led them to leave the country and what are the major differences and similarities between Portugal and the host country. |
