Resumo(s): | O número de municípios no Brasil vem aumentando a cada ano, com importantes picos de
crescimento nas décadas de 50 e 60. Contudo, foi após a promulgação da Constituição de
1988, que esse número disparou. Segundo o Instituto Brasileiro de Geografia e Estatística, o
Brasil sofreu um acréscimo de 39,5% no total de municípios, somando 5.570 municípios em
sua totalidade. A Constituição de 88 atribuiu ao município autonomia política e tributária,
reconheceu esses governos locais como membros da federação e instituiu a repartição de
recursos por meio das transferências intergovernamentais, favorecendo os municípios. Apesar
do reconhecimento autônomo e do aumento da receita disponível a esses membros da
federação, o retrato da imensa maioria dos municípios criados a partir de 1988 é de tamanho
populacional baixo (de 5 a 10 mil habitantes), sem atividade econômica consistente, que lhes
proporcione condições de autossuficiência fiscal e tributária e baixa capacidade técnica na
gestão municipal. Observa-se ainda, grande dependência das transferências constitucionais,
baixa capacidade de arrecadação própria e despesas elevadas com o custeio do executivo e
legislativo. Sendo a falta de recursos financeiros um problema recorrente na administração
pública brasileira, a busca pela melhoria na qualidade dos gastos, melhor alocação de recursos
e na gestão eficiente do Estado e da administração pública estimula o estudo pretendido. O
presente trabalho busca analisar como o tamanho populacional dos municípios reflete no seu
desempenho econômico-fiscal. A exemplo das reformas territoriais ocorridas na Europa, que
promoveram fusões de municípios bem sucedidas em diversos países, os resultados
encontrados para Minas Gerais demonstraram que municípios maiores possuem melhor
performance econômico fiscal. Também foi verificado que os custos dos serviços diminuem
com o aumento do tamanho populacional dos municípios mineiros, comprovando que há
ganhos de escala. Com base nesses resultados, este trabalho conclui que a fusão de
municípios é uma reforma recomendável para o estado de Minas Gerais e que pode reverter o
processo das emancipações. The number of municipalities in Brazil has increased every year, with significant growth peaks in the 1950s and 1960s. However, it was after the promulgation of the 1988 Constitution that their number skyrocketed. According to the Brazilian Institute of Geography and Statistics (IBGE), Brazil suffered a 39.5% increase in the total number of municipalities, totaling 5,570 municipalities in total. The Constitution of 88 assigned political and tributary autonomy to the municipalities and recognized local governments as members of the federation. However, the most important achievement was the increase in resources available to these governments through intergovernmental transfers. Despite the increase in autonomy and revenues available to these new members of the federation, the portrait of the vast majority of municipalities created in 1988 is characterized as extremely small (between 5,000 and 10,000 residents), without consistent economic activity to allow them conditions of fiscal self-sufficiency, and low technical capacity in municipal management. They are also heavily dependent from constitutional transfers, low fiscal capacity, and very high expenditures to fund the executive and legislative branches. Given the lack of financial resources as a recurring problem in Brazilian public administration, this research project aims at improving the quality of spending, the allocation of resources, and the managerial efficiency of the state and public administration. This study seeks to analyze how the size of the municipalities affects their economic and fiscal performance. Taking the merger of municipalities in various European countries in the second half of the 20th century as an example of successful territorial reforms, the results for Minas Gerais showed that larger municipalities have better fiscal and economic performance. Also, the cost of services decreased with the increase in population´s size, proving that there are economies of scale. Based on these results, this study concludes that the merger of municipalities is a recommended reform to the state of Minas Gerais and it can help revert the process of emancipation. |
