Crianças e jovens institucionalizados : representações e expetativas em relação à família biológica

Abstract

A institucionalização de crianças e jovens apresenta-se como uma das respostas sociais para as proteger de situações que comprometam o exercício pleno dos seus direitos. A necessidade de encarar as crianças e jovens que vivem em situação de acolhimento institucional como sujeitos de direitos, competentes e capazes de se fazerem ouvir e de participarem em tomadas de decisão conduz-nos para um campo de reflexão acerca das suas vivências, experiências, idealizações, representações e expetativas não só no tempo presente mas a longo prazo. Decorrente deste enfoque, mobilizar a participação das crianças em pesquisas acerca de assuntos que lhe dizem respeito, nomeadamente para compreender até que ponto a família biológica se enquadra ou poderá ser parte integrante na vida destas crianças e jovens, foi o nosso ponto de partida para o desenvolvimento desta pesquisa. O presente estudo apresenta-se como uma proposta de reflexão sobre os contextos de vida das crianças e jovens em situação de acolhimento, sustentando-se num enfoque a partir dos direitos da criança, no sentido de caracterizar e compreender as representações e expetativas que estes têm em relação à família biológica, em particular em relação aos seus progenitores. A investigação realizou-se num Lar de Infância e Juventude no distrito de Bragança que acolhe crianças e jovens do sexo masculino com idades compreendidas entre os 7 e os 21 anos. Por outro lado, também é apresentada a visão de alguns membros da Equipa Técnica da Instituição e de algumas famílias no que respeita à institucionalização das crianças e jovens. A investigação é de carácter qualitativo, tendo a informação sido recolhida através de entrevistas. Pela interpretação e análise dos discursos das crianças e jovens pode compreenderse com mais minuciosidade a problemática da institucionalização no que respeita, mais concretamente, às dificuldades que eles sentem no exercício de determinados direitos, nomeadamente, o direito à família e o direito à participação, sendo-lhes, portanto, colocados alguns entraves no exercício de funções enquanto sujeitos ativos de direitos.

The institutionalization of children and young people as a social measure to protect them from situations that compromise the full exercise of their rights. The need to address children and young people living in a situation of institutional care as subjects of rights, competent and able to be heard and to participate in decision making leads us to reflect on their experiences, experiments, idealizations, representations and expectations not only in the present but in the long term, such as in situations of defining their life projects, and therefore understand the extent to which biological family fits or can be an integral part in the lives of these children and young people. This study presents a proposal for a reflection on the life contexts of children and youths in the host, holding up a focus from the rights of the child, in order to characterize and understand the representations and expectations they have in relation to the biological family, in particular in relation to their parents. This research was carried out in a residential home for Children and Youth in the district of Bragança which welcomes children and young males aged between 7 and 21 years old. On the other hand, it is also presents the view of some members of the technical team of the institution and some families regarding the institutionalization of their children. This is qualitative research, and the data was collected through interviews. Through the interpretation and analysis of those children and young people discourses we can understand with more thoroughness the problem of institutionalization as regards, more specifically, the difficulties they experience in the exercise of certain rights, including the right to a family and the right to participation, which, therefore, placed some obstacles in their plain exercise as active subjects of rights.
