Determinantes da mobilidade dos estudantes do ensino superior

Abstract

O objetivo do presente estudo é identificar os principais determinantes da mobilidade geográfica dos estudantes de ensino superior em Portugal. Nomeadamente, pretende enfatizar o papel da distribuição espacial das instituições de ensino superior nas escolhas dos estudantes em relação à instituição de ensino superior a frequentar. Este trabalho segue de perto o estudo feito por Sá et al. (2004) para a Holanda. A sua principal contribuição é o fato de ser aplicado ao contexto português. O trabalho empírico assenta na estimação de um modelo gravitacional. A variável dependente é traduzida nos fluxos de estudantes, candidatos ao ensino superior em 2009, provenientes de todos os distritos portugueses (continente e ilhas) e que se candidataram a qualquer das instituições de ensino superior públicas nacionais (sejam universidades, sejam institutos politécnicos). Estes fluxos são os que resultam do concurso nacional de acesso daquele ano. Entre as variáveis explicativas destaca-se a distância entre a região de origem e a instituição de ensino superior, que habitualmente surge neste tipo de estudos como um importante fator dissuasor da mobilidade. Também foram consideradas caraterísticas relativas ao distrito de destino (onde está localizada a instituição de ensino superior) e á própria instituição. Os resultados de estimação confirmam os estudos já realizados; nomeadamente, confirmam o papel dissuasor da distância sobre a mobilidade dos estudantes. Para além disso, sugerem que os futuros alunos de ensino superior portugueses são motivados nas suas escolhas por razões de investimento, mas não por razões de consumo.

The aim of this study is to identify the key determinants of geographic mobility of higher education students in Portugal. In particular, we intend to emphasize the role of the spatial distribution of higher education institutions in the choices of students in relation to the higher education institution to attend. This work follows closely the study by Sá et al. (2004) for the Netherlands. Its main contribution is the fact that it is applied to the Portuguese context. The empirical work is based on the estimation of a gravity model. The dependent variable is translated in flows of students, applicants to higher education in 2009, from all Portuguese districts (mainland and islands) and have applied for any of the institutions of national public higher education (both universities, and polytechnics). These flows are the result of the national access exam of that year. Among the explanatory variables highlights the distance between the source region and the institution of higher education, which usually emerges in such studies as a major deterrent to mobility. Other characteristics were also considered for the district of destination (where is located the institution of higher education) and to institution itself. The results of the estimation confirm previous studies, in particular, confirm the deterrent role of distance on the mobility of students. Furthermore, they suggest that future students of Portuguese higher education are motivated in their choices for investment reasons, but not for reasons of consumption.
