A cobertura jornalística do computador "Magalhães": um estudo dos semanários portugueses

Abstract

O presente Relatório é elaborado no âmbito do estágio no projecto de investigação “Navegando com o ‘Magalhães’: Estudo sobre o Impacto dos Media Digitais nas Crianças” (PTDC/CCICOM/ 101381/2008), financiado pela Fundação para a Ciência e Tecnologia (FCT). Este projecto tem como objecto principal de estudo o programa ‘e.escolinha’, lançado em 2008 pelo XVII governo liderado por José Sócrates, que permitiu o acesso a crianças do 1º ciclo do ensino básico ao computador ‘Magalhães’. Mais especificamente, o projecto visa, por um lado, compreender e analisar as políticas subjacentes à medida que enquadra a distribuição do computador e, por outro, analisar e compreender os usos e práticas que as crianças fazem do computador, dentro e fora das escolas. Tendo em conta que o computador ‘Magalhães’ foi alvo de uma atenção significativa por parte dos meios de comunicação social, que lançaram, deste modo, uma discussão intensa no espaço público em torno desta medida governamental, o presente Relatório tem como finalidade analisar a cobertura do computador ‘Magalhães’ por dois jornais semanários – Expresso e Sol. A partir da análise de conteúdo das notícias publicadas sobre o computador, e das entrevistas realizadas a jornalistas dos dois semanários, foi possível conhecer, de forma geral, os temas presentes, as fontes auscultadas, a representação e a visibilidade da criança no discurso das notícias, as esferas de representação em torno da literacia mediática e as perspectivas nutridas pelos profissionais de comunicação sobre estes assuntos. Os resultados obtidos sugerem uma actuação da imprensa semanal como vigilante dos poderes do Estado noticiando, sobretudo, os problemas em torno da adjudicação directa do computador ‘Magalhães’ e do financiamento do programa; os atrasos na distribuição dos portáteis e os erros ortográficos no software do computador. Por sua vez, verificou-se uma tendência para o recurso às fontes autorizadas, ou com poder legitimado (fontes governamentais e políticas), como forma de credibilizar os factos noticiados. Por outro lado, presenciou-se uma certa negligência sobre os direitos de participação da criança nas notícias, sendo a criança representada apenas como referência no texto e como ornamento nas imagens. Esta fraca visibilidade em torno dos assuntos pedagógicos conduziu também a que a temática sobre a literacia mediática estivesse ausente da esfera pública, exceptuando a questão do acesso às novas tecnologias.

This report results from the stage in the research project "Navigating the 'Magellan': Study on the Impact of Digital Media in School Children" (PTDC/CCI-COM/101381/2008), funded by the Foundation for Science and Technology (FCT). This project has as main object the study of 'e.escolinha' programme, released in 2008 by the XVII government led by Jose Socrates, which allowed children of 1st cycle of basic education the access to the to the Magellan computer. More specifically, the project aims, on one hand, to understand and analyse the underlying policies of the distribution of Magellan computers and on the other, analyse and understand the customs and practices that children make of the computer inside and outside schools. Given that the Magellan computer was the subject of significant attention by the media, which launched in this way, an intense discussion in the public sphere around this government measure, this report aims to analyse the press coverage of the Magellan computer by two weekly newspapers - Express and Sol. From news content analysis of published articles on the computer and interviews with journalists from the two weeklies, it was possible to know, in general, which themes were often present, the consulted sources, the representation and visibility of the child in the news discourse, the approaches on media literacy and the prospects nourished by the journalists on these issues. The results suggest that weekly press behaved as a watchdog of state powers by reporting, especially the problems surrounding the direct award of the Magellan computer and financing of the programme, as well as delays in the distribution and spelling errors in the software of the computer. In turn, there was a trend towards the use of authoritative sources or with legitimate power (political and governmental sources) as a way to give credibility to the facts reported. On the other hand, there was some negligence on the participation rights of the child in the news, while the child was represented only as a reference in the text and as ornaments in images. This poor visibility around the pedagogical issues also led to the absent on themes surrounding media literacy, except the matter on the access to new technologies.
