Funções - voto : o caso da União Europeia

Abstract

Este trabalho tem como objectivo estimar uma função-voto para um conjunto de quinze países da Europa Ocidental para o período 1960-2008, e verificar se o processo de integração europeu afectou essa função. Para tal, recorreu-se a várias técnicas econométricas, nomeadamente o método dos mínimos quadrados ordinários, efeitos fixos e mínimos quadrados ponderados. Os resultados indicam que a análise deste tipo de funções deve ter em conta a dimensão de cada amostra, i.e., o método dos mínimos quadrados ponderados é que produz melhores resultados. Das variáveis económicas, a que se revelou estatisticamente mais significativa foi o crescimento real do produto. Das variáveis políticas, a percentagem de votos obtida na eleição anterior exerce uma forte influência no resultado eleitoral da eleição seguinte. Relativamente ao processo de integração europeu, encontrou-se evidência de que com a entrada dos critérios de convergência impostos pelo Tratado de Maastricht, os eleitores passaram a penalizar estruturas governamentais que não cumprissem os limites de défice estabelecidos. Estes resultados podem ter importantes implicações na condução da política orçamental dos países estudados.

This thesis aims to estimate a vote for a set of fifteen Western European countries for the period 1960-2008, and verify if the process of european integration has affected their relationship. To this end, we used several econometric techniques, including the method of ordinary least squares, fixed effects and weighted least squares. The results indicate that the analysis of such functions must take into account the size of each sample, i.e., the weighted least squares method is the one that produces better results. Of all economic variables analyzed, the one that showed to be the most statistically significant was the real growth of the GDP. Regarding the political variables, we found evidence that the percentage of votes obtained in the previous election exercises a strong influence on the results of the following one. Regarding the European integration process, we found evidence that with the entry of the convergence criteria imposed by the Maastricht Treaty, the voters started to penalize governments that did not comply with the limits established for the general government net position. These results may have important implications in the conduction of the budgetary policies of the countries studied.
