Lei Aldir Blanc: a cultura brasileira na corda bamba de sombrinha

Abstract

Esta dissertação busca documentar a implementação da Lei de emergência cultural nº 14.017/2020, intitulada Lei Aldir Blanc, no município de Itajaí, Santa Catarina, Brasil, através de um estudo de caso. O presente trabalho está baseado em aspectos históricos da lei, e busca investigar a ocorrência de “guerra cultural”, pelo ato de censura do prefeito de Itajaí, ao suspender a exibição de um projeto LGBTQIA+, que tem como título “Criança viada Show”, aprovado via edital da Lei Aldir Blanc. Este estudo é motivado pela inserção do autor na vida cultural do município e pela importância cultural que a cidade exerce. Entretanto, para entender a origem da supracitada lei, é necessário relembrar alguns fatos marcantes a partir da eleição para presidência do Brasil de Jair Messias Bolsonaro em 2018. Para tanto a fonte privilegiada foi a cobertura de imprensa e notícias da época. A coleta de dados realizou-se através de entrevistas estruturadas com os responsáveis pelos setores culturais do munícipio de Itajaí e artistas que participaram da Lei Aldir Blanc. O descaso que a cultura brasileira está enfrentando e a falta de apoio sistemático do governo, é um reflexo da falta de políticas públicas para o setor cultural agravado pela pandemia de Covid-19. Diante de um cenário caótico da cultura brasileira e a desarticulação da Secretaria Especial de Cultura, a aprovação da Lei Aldir Blanc é uma conquista da sociedade brasileira, mobilizada através da reivindicação da classe artística. Os resultados apontam que a implementação da Lei Aldir Blanc como uma política cultural, atendeu o setor cultural e classe artística do município, através da articulação da Fundação Cultural de Itajaí. Destaca-se a importância de um sistema municipal de cultura institucionalizado em um momento de emergência cultural.

This dissertation seeks to document the implementation of the Cultural Emergency Law nº 14.017/2020, entitled Aldir Blanc Law, in the municipality of Itajaí, Santa Catarina, Brazil, through a case study. The present work is based on historical aspects of the law, and seeks to investigate the occurrence of “cultural war”, due to the act of censorship of the mayor of Itajaí, when suspending the exhibition of a LGBTQIA+ project, entitled “Criança viada Show”, approved via notice of the Aldir Blanc Law. This study is motivated by the author's insertion in the city's cultural life and by the cultural importance that the city exerts. However, to understand the origin of the aforementioned law, it is necessary to recall some important facts from the election for president of Brazil of Jair Messias Bolsonaro in 2018. For that, the privileged source was the press coverage and news of the time. Data collection was carried out through structured interviews with those responsible for cultural sectors in the municipality of Itajaí and artists who participated in the Aldir Blanc Law. The neglect that Brazilian culture is facing and the lack of systematic government support is a reflection of the lack of public policies for the cultural sector, aggravated by the Covid-19 pandemic. Faced with a chaotic scenario of Brazilian culture and the disarticulation of the Special Secretariat for Culture, the approval of the Aldir Blanc Law is an achievement of Brazilian society, mobilized through the claim of the artistic class. The results show that the implementation of the Aldir Blanc Law as a cultural policy, served the cultural sector and the artistic class of the municipality, through the articulation of the Cultural Foundation of Itajaí. The importance of an institutionalized municipal culture system in a moment of cultural emergency is highlighted.
