A educação e as políticas de municipalização no Ceará

Abstract

O presente trabalho, intitulado “A educação e as políticas de municipalização no Ceará”, teve como objetivo principal compreender como ocorreu a constituição da municipalização do ensino fundamental a partir do regime de colaboração entre o estado do Ceará e seus municípios no período 2007-2018. Para tanto, procurou-se contextualizar as mudanças ocorridas na educação brasileira a partir da Constituição Federal de 1988 na perspectiva da inserção do país no mundo globalizado, na economia de mercado e na reforma do estado; problematizar se as iniciativas de colaboração respondem mais a perspectivas democráticas ou a perspectivas neoliberais; procurou-se, também, analisar a implementação das políticas educacionais no estado do Ceará, no período 2007-2018, no que diz respeito ao compartilhamento da oferta da educação básica e ao estabelecimento de pactos federativos entre o estado e seus municípios para constituição de um regime de colaboração. A pesquisa adotou a abordagem qualitativa e teve como referenciais de análise os estudos bibliográficos e documentais sobre a concepção de descentralização, de municipalização da educação e de regime de colaboração que fundamentam o enquadramento teórico-conceitual. A fim de aprofundar a compreensão da realidade investigada, privilegiou-se o método de estudo de caso em dois municípios cearenses, a partir de entrevistas semiestruturadas com os atores da administração da educação municipal e de conselhos municipais: dois secretários de educação, quatro diretores de escolas, dois conselheiros municipais de educação e dois conselheiros municipais de acompanhamento e controle social do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação. Constatou-se que não há um pleno “regime de colaboração” entre os entes federados no âmbito da municipalização do ensino fundamental no Ceará, conforme preconiza a Constituição Federal de 1988, o que reforça a tese de que a municipalização do ensino fundamental se consolidou como uma forma de colaboração, entre o estado do Ceará e seus municípios, tendo sido identificado pelos atores da pesquisa que o Programa de Alfabetização/Aprendizagem na Idade Certa, coordenado pela Secretaria Estadual de Educação, desde 2007, é o principal referencial de colaboração entre os entes federados. Diante do exposto, espera-se que o debate sobre a municipalização por meio do “regime de colaboração” entre os entes federados e a sociedade se amplie e se consolide tanto na legislação como na prática educativa de todos os municípios, com ampla participação de todos os atores envolvidos na luta pela educação emancipatória.

The present work, entitled "Education and municipalization policies in Ceará", had as main objective to understand how the constitution of the municipalization of elementary education took place from the collaboration regime between the state of Ceará and its municipalities in the period 2007-2018 In order to do so, we sought to contextualize the changes that took place in Brazilian education from the Federal Constitution of 1988 onwards from the perspective of the country's insertion in the globalized world, in the market economy and in the reform of the state; question whether collaborative initiatives respond more to democratic or neoliberal perspectives; we also sought to analyze the implementation of educational policies in the state of Ceará, in the period 2007-2018, with regard to the sharing of the provision of basic education and the establishment of federative pacts between the state and its municipalities for the constitution of a collaboration regime. The research adopted a qualitative approach and used bibliographic and documental studies on the concept of decentralization, municipalization of education and collaboration regime as the basis of the theoretical-conceptual framework. In order to deepen the understanding of the investigated reality, the case study method was privileged in two municipalities in Ceará, based on semi-structured interviews with the actors of the municipal education administration and municipal councils: two secretaries of education, four directors of schools, two municipal education councilors and two municipal councilors for monitoring and social control of the Fund for the Maintenance and Development of Basic Education and for Valuing Education Professionals. It was found that there is no full "collaboration regime" between the federated entities within the scope of the municipalization of elementary education in Ceará, as recommended by the Federal Constitution of 1988, which reinforces the thesis that the municipalization of elementary education has been consolidated as a a form of collaboration, between the state of Ceará and its municipalities, having been identified by the research actors that the Literacy/Apprenticeship Program in the Right Age, coordinated by the State Department of Education, since 2007, is the main reference of collaboration between the federated entities. In view of the above, it is expected that the debate on municipalization through the "collaboration regime" between federated entities and society will expand and consolidate both in legislation and in the educational practice of all municipalities, with broad participation of all. the actors involved in the struggle for emancipatory education.
