Dados governamentais abertos: situação atual e aprendizagens

Abstract

Existe uma variedade de diretivas, leis e recomendações internacionais, europeias e nacionais que incentivam e regulam a publicação de dados abertos. Estas diretivas apresentam níveis de implementação muito distintos entre os diversos países e governos ao redor do mundo que atualmente se preocupam com a abertura destes dados para todos os cidadãos. A elaboração desta dissertação começa com uma apresentação ao leitor sobre a definição de dados abertos e dados governamentais abertos, assim como a abertura desta informação fornece caraterísticas benéficas para a evolução do mercado e da própria sociedade. Seguidamente, serão apresentados os aspetos mais importantes do trabalho onde, através de uma análise a variadas classificações sobre o grau de maturidade dos dados, são evidenciados alguns problemas do desenvolvimento deste setor. Por fim, são referenciadas e identificadas as diretivas, leis e recomendações que incentivam e regulam a publicação destes dados, tanto a nível nacional como internacional.

There are a variety of international, european and national directives, laws and recommendations that encourage and regulate the publication of open data. These directives have very different levels of implementation among different countries and governments around the world that are currently concerned with opening up this data to all citizens. The dissertation begins with a presentation to the reader about the definition of open data and open government data, as well as how the opening of this information provides beneficial characteristics for the evolution of the market and society itself. Then, the most important aspects of the work will be presented where, through an analysis of various classifications on the degree of maturity of the data, it is highlighted some of the problems encountered in the development of this sector. Finally, the directives, laws and recommendations that encourage and regulate the publication of this data, both nationally and internationally, are referenced and identified.
