A atuação da União Europeia na proteção e preservação ambiental do Mar Mediterrâneo – o caso do lixo marinho plástico

Abstract

O Mediterrâneo é uma região repleta de história, caracterizada por Estados de diferentes quadros económicos, sociais e políticos. Esta heterogeneidade reflete-se no modo como esses Estados se relacionam no geral e como é preservado e protegido o meio ambiente marinho, dado que todos eles dependem, de certo modo, da exploração do mesmo. No presente enquadramento, verifica-se que na região mediterrânica não só existem problemas ao nível da governação do mar, visto que grande parte da área marítima é considerada alto-mar, como também de (in)segurança ambiental, devido à poluição decorrente das atividades económicas e da sobre-exploração de recursos. Assim, estas duas dimensões encontram-se interligadas, na medida em que uma má gestão do espaço marítimo e das práticas de exploração económica levam a problemas de (in)segurança ambiental que põem em causa a biodiversidade da região e a qualidade de vida dos cidadãos dos Estados costeiros. Entre as várias formas de poluição marítima exploradas nesta dissertação, destaca-se o designado “lixo marinho plástico”, dado o crescente grau de dependência em relação aos materiais poliméricos, que se traduz numa produção e consumo descontrolados e numa gestão insustentável dos mesmos, assim como num deficitário tratamento do lixo plástico. Partindo da pergunta central de investigação “Como atua a União Europeia no combate à poluição causada pelo lixo marinho plástico e na preservação do Mar Mediterrâneo?”, são analisadas as medidas implementadas pela União Europeia entre 2008 e 2020 para prevenção e combate à poluição no Mar Mediterrâneo provocada pelo referido lixo marinho plástico, dando particular relevo às dinâmicas cooperativas internas à UE. No estudo é aplicado o quadro teórico do institucionalismo liberal, e explorados os conceitos de segurança ambiental e governação marítima de modo a compreender melhor a ameaça que o lixo marinho plástico constitui para o ambiente, assim como os entraves existentes à resolução deste problema, verificando que os objetivos europeus não foram cumpridos. Apesar da eficiência da maioria das medidas tomadas, estas revelam-se insuficientes para alcançar os objetivos da União Europeia.

The Mediterranean is a region steeped in history, characterized by States with different economic, social, and political frameworks. This heterogeneity is reflected in the way these States relate to each other in general and in how the marine environment is preserved and protected, given that they all depend to some extent on its exploitation. In the present context, it appears that, in the Mediterranean region, there are not only problems in terms of the governance of the sea, since a large part of the maritime area is considered high seas, but also of environmental (in)security, due to pollution resulting from economic activities and over-exploitation of resources. Thus, these two dimensions are interconnected, as poor management of the maritime space and economic exploitation practices lead to problems of environmental (in)security that jeopardize the region's biodiversity and the quality of life of the citizens of the coastal States. Among the various forms of maritime pollution explored in this dissertation, the so-called "plastic marine waste" stands out, given the growing degree of dependence on polymeric materials, which translates into uncontrolled production and consumption and an unsustainable management, as well as a deficit treatment of plastic waste. Starting from the central research question “How does the European Union act in the fight against pollution caused by plastic marine litter and in the preservation of the Mediterranean Sea?”, it is proposed to undertake an analysis of the measures implemented by the European Union to prevent and tackle the pollution in the Mediterranean Sea caused by this plastic marine litter issue, with particular emphasis on the cooperative dynamics within the EU. The study will apply the theoretical framework of liberal institutionalism and explore the concepts of environmental security and marine governance in order to better understand the threat that plastic marine litter poses to the environment, as well as the existing obstacles to solving this problem, noticing that the European objectives have not been achieved. Despite the implemented measures being effective in part, through deeper analysis they are revealed to be insufficient to achieve the goals of the European Union.
