Resumo(s): | Este estudo tem como objetivo verificar o contributo do Alto Comissariado das Nações
Unidas para os refugiados (ACNUR) no que tange à escolha da repatriação voluntária
como solução que melhor resolve a problemática dos refugiados afegãos, um dos
maiores grupos de exilados do mundo. A repatriação voluntária consiste no retorno ao
país de origem de forma livre de qualquer pressão física ou psicológica, e deve ser
praticada com vista à promoção das condições necessárias para a retomada de uma
vida segura e digna do refugiado. Partindo da abordagem teórica do
transnacionalismo (Smith & Guarnizo, 2006) e atendendo à definição de repatriação
voluntária oferecida pelo ACNUR (2004), verificou-se se o ACNUR cumpriu
parcialmente ou totalmente com os quatro preceitos subjacentes à repatriação
voluntária, a saber, a segurança legal, a segurança física, a segurança material e a
reconciliação no caso afegão. Com base nos dados recolhidos, chegamos à
conclusão que a agência cumpriu parcialmente com os preceitos desta solução, pois
apesar da confirmação das garantias legais e da existência de projetos de
reconciliação em andamento, constatamos que o cenário estrutural do Afeganistão no
ano de 2017 oferecia diversos risco à integridade física dos retornados, bem como há
comprovação de que nem todos os integrantes deste grupo tiveram acesso aos
componentes materiais mais básicos. Com este estudo, esperamos ter contribuído
para o conhecimento empírico das etapas que compreendem o processo de
repatriação voluntária e dos principais desafios que a prática desta solução enfrenta
não apenas no caso afegão, mas em todas as repatriações para cenários similares. This study aims to verify the contribution of the United Nations High Commission for Refugees (UNHCR) regarding the choice of voluntary repatriation as a solution that best solves the problem of Afghan refugees, one of the largest groups of exiles in the world. Voluntary repatriation is the return to the country of origin free of any physical or psychological pressure, and must be carried out with a view to promoting the conditions necessary for the refugee's return to a safe and dignified life. Based on the theoretical approach of transnationalism (Smith & Guarnizo, 2006) and given the definition of voluntary repatriation offered by UNHCR (2004), has been verified whether UNHCR partially or totally complied with the four precepts underlying voluntary repatriation, namely, legal security, physical security, material security and reconciliation in the Afghan case. Based on the data collected, we came to the conclusion that the agency partially complied with the precepts of this solution, as despite the confirmation of legal guarantees and the existence of ongoing reconciliation projects, we found that the structural scenario in Afghanistan in the year 2017 offered various risks to the physical integrity of returnees, as well as proof that not all members of this group had access to the most basic material components. With this study, we hope to have contributed to the empirical knowledge of the steps that comprise the voluntary repatriation process and the main challenges that the practice of this solution faces not only in the Afghan case, but in all repatriations for similar scenarios. |
