A meta-governança e o Banco Mundial: implicações da apropriação da estratégia de redução da pobreza de 2001 na soberania do Estado Plurinacional da Bolívia

Abstract

Esta tese estuda a inter-relação de poder entre o ator principal do sistema mundial, o Estado, e o Banco Mundial, no âmbito da meta-governança. Inserido na corrente teórica do liberalismo, numa perspetiva crítica, adotamos o quadro teórico da meta-governança e da teoria Principal-Agente. Conceitos estruturantes como steering, policy shaping, policy cycle e outras teorias complementares também são introduzidos. Como metodologia de investigação sobre meta-governança e as implicações desta na soberania, escolhemos o estudo de caso, onde analisamos a interação do Estado da Bolívia e o Banco Mundial, no âmbito da elaboração do Documento Estratégico para a Redução da Pobreza de 2001. Para compreender interação entre o Estado da Bolívia e o Banco Mundial na elaboração do mencionado Documento, esta interação foi analisada como uma ação social inserida num sistema de balanceamento entre cooperação e conflito. A análise expandiu-se para incidir sobre a negociação, numa relação de dependência (de financiamento ao desenvolvimento), como um sub-caso de negociações internacionais, sob condições de assimetrias de poder. A partir da análise das diferentes dimensões do relacionamento, conclui-se que tanto a concessão quanto a negação da assistência externa serviram como dissuasão eficaz e resultaram ser um mecanismo valioso para modificar o comportamento do Estado da Bolívia (condicionamento), ação que se integra num quadro de meta-governança exercida pelo Banco Mundial.

This thesis studies the interrelationship of power between the main actor of the world system, the State, and the World Bank, in the scope of meta-governance. Under the theoretical approach of liberalism from a critical perspective, we adopt the theoretical framework of meta-governance and the Principal-Agent theory. Structuring concepts such as steering, policy shaping, policy cycle and other complementary theories are also introduced. We chose the case study as a methodology for research on meta-governance and its implications for sovereignty, by which we analysed the interaction between the State of Bolivia and the World Bank in the context of the elaboration of the Poverty Reduction Strategic Paper for in 2001. In order to understand the interaction between the State of Bolivia and the World Bank in the elaboration of the above-mentioned Document, this interaction was analysed as a social action within a balancing system of cooperation and conflict. The analysis has been expanded to focus on negotiation, in a dependence relationship (of development financing), as a sub-case of international negotiations, under asymmetries of power. From the analysis of the diverse dimensions of the relationship, it is concluded that both, the concession and the denial of external assistance, served as an effective deterrent and proved to be a valuable mechanism to modify the behaviour of the State of Bolivia (conditioning). Additionally, we conclude that this mechanism is integrated in a framework of metagovernance exerted by the World Bank.
