Portugal e o Atlântico: oportunidades e desafios

Abstract

Esta dissertação tem o objetivo de analisar as diferentes dimensões que a geopolítica atlântica assumiu para Portugal, em diversas vertentes, desde a adesão à OTAN até os primórdios de 2018, e dentro deste espetro, que propósitos serviu, as oportunidades que quer no passado, presente e futuro, se foram criando, criam e criarão, e os desafios inerentes ao posicionamento geográfico português no Atlântico, tendo como base o que podem significar para Portugal e que melhor sirva os interesses portugueses. Desta forma, e com esse efeito, é realizada uma análise a este período de quase 60 anos, marcado por profundas transformações quer políticas, económicas, culturais, e nos quais Portugal experienciou uma série de mudanças, como a adesão à OTAN, o fim da ditadura, a descolonização, a adesão à Comunidade Económica Europeia e a criação e adesão à CPLP. Como será possível vislumbrar ao longo da dissertação, não obstante as profundas alterações vividas na vertente atlantista portuguesa, Portugal em todo este espaço temporal retira invariavelmente do Atlântico ganhos quer políticos, quer económicos, quer de natureza geopolítica significativos e que o espaço geográfico que este país ocupa no Atlântico, assume-se como um dos, senão o maior fator de relevância e de valorização de Portugal e como a sua mais-valia nas organizações em que se insere e como uns dos aspetos que mais pode contribuir para a conquista de influência de Portugal nas mesmas.

This dissertation aims to analyse the importance that the geopolitics of the Atlantic area in different aspects in Portugal, in various areas , since the moment Portugal joined NATO, in 1949, until the early months of 2018, and more specifically understand the range of opportunities created in the past, present and future, and the related challenges of the Portuguese geographical location in the Atlantic Ocean which have arisen over the time, based on what could they mean for Portugal and for the Portuguese interests. In this way, this thesis analysed this period of almost 60 years, marked by profound political, economic and cultural changes, in which Portugal experienced, a vast amount of changes, such as the accession to NATO, the decolonisation, the entry into the EEC and the creation of CPLP. It will be possible to understand throughout this thesis that despite the profound changes in relation to Portuguese Atlanticism, the Atlantic generated political, economic and geopolitical gains for Portugal and that geographical area constitutes one of the major factors in terms of relevance and offers added value to the organisations where Portugal is a member-state.
