Resumo(s): | Os debates sobre as estratégias de desenvolvimento a longo prazo dos Estados situam-se,
essencialmente, num plano multidisciplinar e prospectivo, tendo em atenção, ainda, que a
complexidade e incapacidade de dominar fenómenos que ameaçam o mundo actual, desafiam
os responsáveis pelas tomadas de decisões a ter uma atenção acrescida às tendências
fundamentais que irão modelar a realidade educativa. A internacionalização dos estudos
curriculares pode ser compreendida como a criação de espaços transnacionais, onde as
tradições de conhecimento local na investigação curricular podem ser protagonizadas em
conjunto, não apenas como representações locais. Esta é uma missão que cabe, sobretudo, às
Universidades, através do currículo que perseguem nos seus cursos, pelo que é neste contexto
que emerge a nossa questão de investigação: como se concilia e conflitua a missão do Ensino
Superior em Angola, no âmbito da Educação para a Cidadania Global, com as intervenções das
instituições internacionais (UNESCO) na formulação de uma política educativa e curricular? Para
a concretização desta problemática, elegemos como principais objectivos: conhecer as
perspectivas dos agentes políticos e curriculares, sobre a formulação do currículo educacional do
ensino superior em Angola; sobre as políticas criadas para o controlo da eficácia do currículo do
ensino superior; avaliar da necessidade de um currículo coeso que articule a missão do Ensino
Superior nacional com os objectivos das instâncias internacionais; e analisar os vários planos e
estratégias governamentais (PND, PNFQ, PDN) e a conciliação com a agenda da UNESCO.
Para atingir os objectivos realizámos uma investigação de natureza qualitativa descritiva; com
recurso a quatro entrevistas semi-estruturadas, junto de entrevistados que desempenham
funções de gestão e liderança, bem como em quadros com cargos de chefia de departamento.
Os principais resultados revelam que em Angola não existe um órgão único responsável pela
formulação do currículo, à semelhança de outros Estados membros da UNESCO; não existem
normativos nem dispositivos de controlo da eficácia do currículo e não existe uma
harmonização/coesão entre o currículo no ensino superior.
Os resultados apontam também que a missão do ensino superior em Angola está dentro das
recomendações da Agenda da Educação UNESCO 2030 embora a internacionalização curricular
seja, ainda, incipiente. Discussions on the long-term strategies of the development of the States are essentially a multidisciplinary approach, adding that the complexity and inability to decide phenomena that threaten today's world decision makers to pay more attention to the fundamental trends that will shape the educational reality. The internationalization of curricular studies can be understood as the creation of transnational spaces, where traditions of local knowledge in curricular research can be carried out together and not only as local representations. This is a mission that, above all, belongs to the Universities, through the curriculum they pursue in their courses, so it is in this context that our research question emerges: how the mission of Higher Education in Angola is linked and/or conflicts within the scope of Education for Global Citizenship, with the interventions of international institutions (UNESCO) in the formulation of an educational and curricular policy? To achieve this, we have chosen these main objectives: to know the perspectives of the political and curricular agents, on the formulation of the educational curriculum of higher education in Angola; on policies designed to monitor the effectiveness of the higher education curriculum; to evaluate the need for a cohesive curriculum that articulates the mission of the National Higher Education with the objectives of the international bodies; and analyze the various government plans and strategies (PND, PNFQ, PDN) and reconciliation with the UNESCO agenda. In order to achieve the objectives, we carried out an investigation of a qualitative descriptive nature; with the use of four semi - structured interviews with interviewees who perform management and leadership roles, as well as in management positions with department heads. The main results show that in Angola there is no single body responsible for formulating the curriculum, like other UNESCO Member States; there are no rules or arrangements to monitor the effectiveness of the curriculum and there is no harmonization / cohesion between the curriculum in higher education. The results also indicate that the mission of higher education in Angola is within the recommendations of the UNESCO Education Agenda 2030, although the internationalization is still at the biginning. |
