Resumo(s): | O atual contexto macroeconómico, caraterizado por um ambiente competitivo e
turbulento, à escala global, impõe que as organizações, particularmente as que estão mais
expostas aos mercados internacionais, tenham a capacidade de alcançar um desempenho
sustentado, em prol da sua continuidade no mercado. Face a esta exigência, os gestores
procuram implementar instrumentos eficazes na avaliação do desempenho organizacional.
Neste sentido, a ferramenta de gestão do Balanced Scorecard (BSC) é reconhecida
unanimemente como sendo capaz de alinhar a estratégia e de sustentar a comunicação da
estratégia transversalmente a toda a organização, permitindo uma monitorização do
desempenho de curto e longo prazo, abrangendo, para além da perspetiva externa, também as
perspetivas internas. Esta análise agregada permite a avaliação, não só dos indicadores de
resultados (ocorrência), como também dos indicadores de tendência. Perante esta ampla
monitorização, salienta-se o papel da cultura para a interpretação do desempenho, evidenciando
que a cultura é reconhecida, também, devido ao seu impacto no próprio desempenho.
Neste contexto, o objetivo principal desta investigação consiste em identificar os perfis
culturais das maiores exportadoras portuguesas sem BSC e com BSC. Particularmente, no que
concerne à caraterização do tipo de cultura, à importância atribuída às diferentes perspetivas do
BSC e seus fatores críticos, assim como, ao contributo do BSC no foco estratégico e
desempenho organizacional. Esta investigação assenta num paradigma positivista, com recurso
à aplicação de um questionário às 250 maiores empresas exportadoras de Portugal. A evidência
empírica resultante da análise dos 107 questionários revela que, apesar da maior frequência
absoluta do tipo de cultura da Adhocracia em organizações sem BSC e do tipo de cultura de
Mercado em organizações com BSC, existem poucos fatores distintivos relacionados com o
tipo de cultura. Verificando-se porém diferenças no estilo de liderança dos gestores.
Equiparando os resultados, de ambas as organizações (sem e com BSC), em relação à
importância atribuída às perspetivas do BSC e seus fatores críticos, denota-se que a perspetiva
da aprendizagem é menos valorizada em organizações sem BSC. No que concerne ao
reconhecimento do potencial do BSC, tanto para o foco estratégico, como para o desempenho
organizacional, constata-se que não existe um tipo de cultura impeditivo para a adoção do BSC.
Em suma, salienta-se que a adoção do BSC ainda se encontra em fase de crescimento, pelo que
mais estudos necessitam de ser desenvolvidos com o objetivo de clarificar esta tendência noutro
tipo de organizações e noutros contextos culturais nacionais. The current macroeconomic context, characterized by a turbulent and competitive environment on a global scale, requires that organisations, particularly those that are most exposed to international markets to have the capacity to achieve sustained performance for their continuity in the market. Given this requirement, managers seek to implement effective tools in assessing organisational performance. In this sense, the Balanced Scorecard (BSC) management tool is unanimously recognized as being able to align the strategy and to support the communication of the strategy across the organisation, allowing short and long term performance monitoring, besides the external perspective, also the internal perspectives. This aggregate analysis allows the evaluation not only of outcome indicators (occurrence) but also of trend indicators. In view of this extensive monitoring, the role of culture is emphasized in interpreting performance, showing that culture is also recognized because of its impact on performance. The main objective of this research is to identify the cultural profiles of the largest Portuguese exporters without BSC and BSC. Particularly with regard to the characterisation of the type of culture, the importance attributed to the different perspectives of the BSC and its critical factors, as well as to the contribution of the BSC to the strategic focus and organisational performance. This research is based on a positivist paradigm, with relies on the application of a survey of 250 questionnaires addressed to the largest Portuguese exporting companies. The empirical evidence from the 107 questionnaires reveals that, despite the greater absolute frequency of the Adhocracy type of culture in non-BSC organisations and the type of market culture in BSC organisations, there are a few distinctive factors related to the type of culture. However, there were differences in the leadership style of the managers. Equating the results of both organisations (without and with BSC), in relation to the importance attributed to the BSC's perspective and its critical factors, it is pointed out that the learning perspective is less valued in organisations without BSC. Concerning the recognition of the potential of the BSC, both for the strategic focus and for the organisational performance, it is verified that there is no type of culture impeding the adoption of BSC. It should be further noted that the adoption of BSC is still in the process of growth, and further studies need to be developed to clarify this trend in other types of organisations and in other national cultural contexts. |
