O processo autonomista de Vizela no contexto das dinâmicas político-administrativas portuguesas (anos 60 a anos 80, do século XX)

Abstract

Este trabalho propõe-se a explorar o contínuo debate centralismo versus descentralismo que ecoou no imaginário nacional desde o liberalismo (século XIX) até ao presente – bem como nas páginas da codificação administrativa portuguesa – a partir do estudo de caso do processo de autonomização do concelho de Vizela, cujas primeiras manifestações remontam ao período da Regeneração (1869), e, eventualmente, culminam na última petição (1964-1998). O processo autonomista do concelho de Vizela é um relevante exemplo da «obstinação popular» inspirada na conquista da identidade local e do progresso. Esta «luta coletiva» de mais de um século será analisada à luz de uma emancipação administrativa nacional impulsionada e possibilitada sobretudo após a Revolução de 1974, mas que encontra as suas raízes ideológicas já desde finais do século XIX, e, paralelamente, como é que Vizela se enquadrou neste contexto. Este processo é então apreendido, não só através da literatura da especialidade desta temática, mas por um conjunto de fontes, nomeadamente o recurso à imprensa, a imagens da época e a testemunhos transcritos, que auxiliam a projetar a petição para a criação do concelho de Vizela e o decorrer do processo ilustrando as características sociais, políticas e administrativas.

The purpose of this work is to explore the continuous debate of centralism versus decentralism, that echoed in the national imaginary since the liberalism (XIX century) until the present times - as well as in the pages of the portuguese administrative codification - from the case study of the autonomic process of the creation of the municipality of Vizela, whose first manifestations go back to the period of the Regeneration (Regeneração:1851-1890), and, that eventually, culminate in the last petition (1964-1998). The process of the creation of the municipality of Vizela is a relevant example of «popular obstinacy» inspired on the conquest of local identity and progress. This «collective struggle» of more than one century will be analysed considering the national administrative emancipation furthered and made possible by the Revolution of 1974, but finds its ideological roots since the end of the XIX century, and, in parallel, how Vizela frames itself in this context. This process is seized, not only by the specialized literature on this theme, but by an array of sources, namely by featuring the press, the pictures of the epoch and transcribed testimonials, that help the projection of the petition of the creation of the municipality of Vizela and the inner workings of the process illustrating the social, political and administrative characteristics.
