Implementação da metodologia ágil Scrum numa empresa do setor da construção

Abstract

A indústria da construção em Portugal está atualmente a atravessar uma fase favorável, resultado do forte crescimento do mercado imobiliário e das obras públicas, contudo as dificuldades ao nível da gestão de projetos mantêm-se, sendo o planeamento e controlo duas das grandes fragilidades. Quando o planeamento e o controlo são realizados de forma eficaz alguns dos problemas são antecipados, evitando-se atrasos e derrapagens orçamentais. As metodologias ágeis surgiram como uma nova abordagem à gestão de projetos na área do software promovendo a comunicação permanente entre a equipa e o cliente, a simplicidade, a prática de feedback constante e a coragem de partilhar toda a informação. Todavia, estas metodologias têm conseguido atrair outras indústrias, podendo adaptar-se a outros ambientes de trabalho, principalmente o Scrum. Com esta dissertação pretendeu-se aplicar a metodologia ágil Scrum na empresa Domingos da Silva Teixeira, S.A. e avaliar o seu contributo para o planeamento e controlo das empreitadas. Os eventos Scrum, nomeadamente, o sprint planning, as daily scrum e o sprint review, contribuíram para a partilha de informação e envolvimento de toda a equipa. A construção de quadros kanban, auxiliaram na implementação desta metodologia, contribuindo para a transparência, comunicação e limitação temporal. E ainda, a exposição visual dos indicadores de desempenho, permitiram que fossem detetados atempadamente as derrapagens no orçamento e no prazo. Apesar da resistência à mudança, da dificuldade em cumprir horários e manter a equipa motivada, atingiram-se melhorias na execução do planeamento, nomeadamente, na organização das tarefas, no envolvimento da equipa e no aprovisionamento atempado de materiais e equipamentos. Observou-se ainda que, a percentagem de pedidos urgentes de materiais e equipamentos foi mais baixa 15 e 38,5 pontos percentuais, respetivamente, face à média geral das empreitadas.

The construction industry in Portugal is currently going through a favorable phase, as a result of the strong growth of the real estate market and public construction, but the difficulties in the project management remain and planning and control are two of the great weaknesses. When this two aspects are carried out effectively some of the problems are anticipated, avoiding budgetary delays and slippages. Agile methodologies have emerged as a new approach to software project management by promoting ongoing communication between team and client, simplicity, constant feedback practice and the courage to share all of the information. However, these methodologies have managed to attract other industries, and can adapt to other work environments, especially Scrum. With this dissertation it was intended to apply the agile methodology Scrum in the company Domingos da Silva Teixeira, S.A. and evaluate its contribution to the planning and control. Scrum events, such as sprint planning, daily scrum and sprint review, contributed to the sharing of information and involvement of the entire team. The construction of Kanban boards helped to implement this methodology, contributing to transparency, communication and temporal limitation. Moreover, the visual display of the performance indicators allowed timely budgetary and time slippages to be detected. Despite resistance to change, difficulty in keeping schedules and keeping the team motivated, improvements were achieved in the execution of the planning, namely, the organization of the tasks, the involvement of the team and the timely provision of materials and equipment. It was also observed that the percentage of urgent requests for materials and equipment was lower by 15 and 38.5 percentage points, respectively, compared to the general average of the works.
