O relato de sustentabilidade nos Municípios Portugueses

Abstract

A presente dissertação tem como objetivos analisar a consciencialização dos municípios portugueses relativamente à relevância da divulgação de informação sobre sustentabilidade, bem como da respetiva forma/método de divulgação; conhecer quais os motivos que levam (ou não) os municípios portugueses a divulgarem esse tipo de informação e verificar a perceção dos municípios portugueses quanto aos seus diferentes stakeholders e, ainda, tipo de informação que possa ser procurada pelos mesmos. De forma a alcançar os objetivos anteriormente enunciados, foi utilizado o método de investigação quantitativa, onde os dados foram recolhidos através da realização de um inquérito aos 308 municípios portugueses, onde, desses, foram obtidas 113 respostas completas e válidas. Esses dados foram transformados em variáveis numéricas e explorados, de forma a ser possível obter resultados e conclusões. Foram realizadas dois tipos de análise. Em primeiro lugar, uma análise independente de cada questão colocada aos inquiridos. Numa segunda parte, uma análise entre as questões que representam maior ênfase, com a dimensão e a Nomenclatura das Unidades Territoriais para Fins Estatísticos (NUTS II) dos municípios portugueses, por forma a verificar a existência de correlação entre as respostas obtidas, considerando estes dois parâmetros. Após a análise dos inquéritos, pode concluir-se que a maior parte dos municípios respondentes divulgam informação sobre sustentabilidade, dando mais importância à informação do tipo social e económica. Os principais motivos apresentados para a divulgação relacionam-se com a necessidade de informar os munícipes, garantir a transparência das atividades realizadas e melhorar o desempenho do município. Os meios de comunicação mais utilizados para a divulgação de informação são o website do município e o relatório anual. Relativamente aos principais stakeholders, os colaboradores, os munícipes e o Estado, são os considerados mais relevantes, estando interessados principalmente em obter informação sobre o seu desempenho, assim como sobre as atividades realizadas pelo município.

The present work aims to analyze the awareness of Portuguese municipalities regarding the importance of disseminating information on sustainability as well as the respective order/disclosure method. Also, knowing what motivates (or not) the portuguese municipalities to disclose such information and verify the perception of Portuguese municipalities as to the various stakeholders and, also, which kind of information may be sought by them. In order to achieve the objectives set out above, the quantitative research method was used, where data were collected by conducting a survey on 308 Portuguese municipalities, from which 113 were completed and valid responses were obtained. These data were converted into numerical variables and explored, so that it was possible to obtain results and conclusions. Two types of analysis were conducted. Firstly, an independent analysis of each question asked to the respondents. Secondly, an analysis of the issues that represent greater emphasis on the size and the Nomenclature of Territorial Units for Statistics (NUTS II) of the Portuguese municipalities, in order to verify the existence of conceivable correlations between the responses obtained, by considering these two parameters. After analysis of the surveys, it may be concluded that the majority the respondent’s municipalities disclose information about sustainability, giving more importance to the social and economic type of information. The main reasons given for the disclosure relate to the need to inform the citizens, ensure transparency of activities and improve municipal performance. The most used forms of media to disclosure sustainability information are the website and annual reports of each municipality. For the principal stakeholders, employees, the citizens and the state, are the ones considered the most relevant. Moreover, the respondents consider that they are interested in information on sustainability published by the municipality, mainly to obtain information on their performance, as well as on the activities it performs and has been performing.
