Dispositivo de avaliação externa ao ensino superior: um estudo exploratório sobre acreditação à Universidade Nacional Timor Lorosa'e, 2008 – 2013

Abstract

Este estudo centra-se na abordagem análitica e interpretativa sobre a Avaliação Institucional da UNTL, tanto do nível da avalição externa (questão de Licenciamento e Acreditação) e o modo como se faz uma Avaliação Interna dentro dessa mesma Instituição Universitária Pública de Timor-Leste. Apresentamos brevemente a existência das Instituições Superiores em Timor-Leste, particularmente a existência e o progresso da UNTL; de seguida, aborda teoricamente a natureza e evolução de avaliação baseada nas conceções de Autoavaliação Institucional e Avaliação Externa, fundamentando pelas características gerais e funções da avaliação institucional, justificando a necessidade de fazer “Acreditação” de acordo com o nível de exigência da avaliação externa. Toda a análise documental (documento de avaliação da ANAAA, relatório dos resultados dos peritos internacionais sob a responsabilidade da ANAAA, o relatório do DNJRU da UNTL, Estatuto da UNTL e demais documentos que não podemos referir todos neste espaço) sobre a avaliação institucional da UNTL é fundamentada nos modelos de avaliação (Avaliação Externa e Interna) e critérios usados no processo de realização da avaliação. Analisa e identifica os pontos fortes e pontos fracos realçados pela Avaliação externa, analisa em que medida a UNTL “reconhece” os resultados da avaliação externa e o seu impacto nos processos de tomada de decisão. Espera-se que este estudo beneficie a UNTL como Instituição Universitária Pública no seu processo desenvolvimento para futuro.

This study focuses on analytical and interpretive approach on the institutional evaluation of UNTL, both the level of external evaluation (matter of Licensing and Accreditation) and how to make an Internal Assessment within the same Public Higher Education Institution of Timor-Leste. We briefly present the existence of the supreme audit institutions in Timor-Leste, particularly the existence and progress of UNTL; then theoretically it addresses the nature and evolution of assessment based on conceptions of Institutional Self-evaluation and external evaluation, basing the general features and functions of institutional assessment, justifying the need to "accreditation" according to the requirement of the external evaluation. The entire document analysis (evaluation document of the ANAAA, report the results of international experts under the responsibility of ANAAA, the DNJRU of UNTL report, Status of UNTL and other documents that we cannot mention all this space) on the institutional assessment of UNTL is based on evaluation models (External and Internal evaluation) and criteria used in the evaluation of the implementation process. Analyzes and identifies the strengths and weaknesses highlighted by the external evaluation, examines whether it would UNTL "recognizes" the results of the external evaluation and its impact on decision-making processes. It is hoped that this study will benefit the UNTL as Public Higher Education Institution in its development process for the future.
