Questões chave da gestão de sistemas de informação: avaliação da situação nacional

Abstract

Um dos meios mais utilizados para aumentar e aperfeiçoar a compreensão acerca dos desafios enfrentados na gestão de sistemas de informação (GSI), consiste em pesquisar junto dos executivos e gestores de SI as suas reocupações. Estas, podem ser representadas numa lista de tópicos relacionados com a área, podendo ser denominados questões chave. Partindo desta base, o presente trabalho de pesquisa foi realizado em duas fases. A primeira consistiu na realização de um inquérito de carácter geral, a segunda, na utilização do método Delphi, desenvolvido em duas etapas. O inquérito, presente no estudo Delphi, foi baseado em questões provenientes de estudos SIM (Society for Information Management) já realizados nos Estados Unidos. Para a classificação das questões em apreço foi utilizada a técnica Q-sort. Com este estudo, pretendeu-se identificar quais as questões chave para os gestores de SI em Portugal, bem como verificar a existência de consenso relativamente às mesmas. Também se procurou constatar se algumas variáveis de caracterização presentes no inquérito da última etapa, influenciavam ou eram determinantes na importância atribuída às questões chave de topo. Este objectivo foi estabelecido com base no modelo conceptual de Watson (1990), o qual refere factores que influenciam a percepção dos gestores de SI relativamente às questões chave. A população escolhida foi constituída por 600 organizações, representando grandes e médias empresas, ensino superior público e privado, câmaras, instituições sem fins lucrativos e outras, na tentativa de se conseguir uma avaliação global da situação a nível nacional. Na lista de questões chave obtida em Portugal, verificou-se nas dez primeiras, uma predominância relativa da frequência das questões de gestão. Contudo, quatro das cinco primeiras questões são de carácter tecnológico, donde podermos deduzir, que estas são vistas como um passo fundamental e crucial para a concretização das questões de gestão. Verificou-se também, a existência de consenso relativamente às preocupações dos gestores de SI. Por último, foram encontradas diferenças significativas entre algumas das variáveis de caracterização presentes no inquérito da última etapa do estudo relativamente às questões chave. No entanto apenas foi dada relevância, por uma questão de critério, àquelas que influenciaram ou foram determinantes na importância atribuída às dez questões de topo.

One of the means most often used in order to increase and improve the comprehension of the challenges faced in the Information Systems Management consists in finding out what are the worries of executives and managers. These can be presented in a list of topics related to the matter and can be called key issues. Taking this into account, this research work was conducted in two different stages. The first one consisted in doing an inquiry of general matters and the second in the use of the Delphi method, developed in two different rounds. The inquiry, presented in the Delphi study, was based on some questions from studies SIM (Society for Information Management) already conducted in the United States. The Q-sort technique was used to mark the analysed questions. It was the intention of this study to identify what are the key issues to managers in Portugal, as well as to check the existence of a consensus about them. There was also the intention of checking whether the featuring variables in the last round inquiry influenced the importance given to the top key issues. This aim was set by taking into account the Watson's conceptual model (1990), which refers to the factors that influence information systems (IS) managers' perception of the key issues. The chosen population was constituted by six hundred organizations, representing both large and average companies, state and private universities, local governments, non-profit making organizations and others, in the attempt of getting a fair and global assessment of the national situation. The list of key issues in Portugal showed there was, in the top ten, a relatively strong existence of the ones related to management. However, four out of the five top issues have technological features, which leads us to think that these are seen as a crucial step towards the achievement of the management issues. There was also a large consensus about the main preoccupations of IS managers. As far as the key issues were concerned, the study found large and very strong differences between some of the featuring variables presented in the inquiry conducted in the last round. Newertheless, howing taken into account several criteria, only those ones which influenced or were determinant in the importance given to the top ten issues were considered relevant.
