(In)segurança humana económica na União Europeia: o impacto da austeridade nos direitos económicos e sociais

Abstract

Com a atual conjuntura de crise económica internacional, que se refletiu particularmente nos Estados-membros da União Europeia, surgem novas ameaças que apresentam um caráter socioeconómico, onde o desemprego tem vindo a suscitar especial preocupação. A dimensão económica da Segurança Humana visa proteger os indivíduos e as famílias face a mudanças socioeconómicas abruptas, como o caso da crise. Neste contexto, criar condições de segurança aos indivíduos e protegê-los destas vulnerabilidades socioeconómicas é imperativo e, como tal, uma reflexão sobre a dimensão económica da Segurança Humana revela particular interesse dado que o impacto da crise e as políticas de austeridade aplicadas para combater a presente crise evidenciam um clima de insegurança económica. A resposta da União Europeia à crise económica tem tido um efeito nos Direitos Humanos Fundamentais, em particular nos Direitos Económicos e Sociais. Focada na proteção dos indivíduos e nas suas necessidades, a Segurança Humana emergiu no final da Guerra Fria, expandindo o conceito clássico de segurança, tradicionalmente centrado no Estado, abrindo caminhos para conceções de segurança mais cooperativa e abrangente. A presente dissertação tem por objetivo verificar se a Segurança Humana foi enquadrada na estratégia da União Europeia de combate à crise económica. Por outras palavras, pretendemos questionar se a União Europeia reforçou o seu estatuto de ator normativo como provedora de Segurança Humana no plano interno, garantindo que os impactos das políticas de austeridade asseguraram um nível de vida sustentável aos cidadãos, bem como o gozo pleno dos Direitos Fundamentais, designadamente os Direitos Económicos e Sociais. Deste modo, o objetivo geral da dissertação é aplicar o conceito de Segurança Humana, na sua dimensão económica, comummente analisada em países em vias de desenvolvimento, a países desenvolvidos que, em situação de crise, se deparam com insegurança económica e desrespeito dos Direitos Humanos. Embora se verifique a incorporação gradual da Segurança Humana no discurso e na praxis da União Europeia, sobretudo na dimensão externa, conclui-se que a nível interno esta situação não se verifica, uma vez que a insegurança humana económica que das medidas de austeridade advém não é compatível com o entendimento de Segurança Humana e assiste-se a uma violação dos Direitos Humanos Fundamentais.

With the current conjuncture of international economic crisis, which impacted particularly on the member-states of the European Union, new threats that present a social-economical character emerged, particularly unemployment has evoked special concerns. The economic dimension of human security aims to protect individuals and families against abrupt socialeconomic changes, such as is the case of the crisis. In this context, create security conditions to individuals and protect them of these social-economic vulnerabilities is imperative and, as such, a reflection about the economic dimension of human security reveals a particular interest once the impact of the crisis and the austerity policies applied to fight the current crisis denote an environment of economic insecurity. The answer of the European Union to the economic crisis has had an effect on Human Fundamental Rights, particularly on Economic and Social Rights. Focused on the individuals’ protection and needs, human security emerged in the end of the Cold War in order to expand the classic concept of security, traditionally centered on the States. It opened the path to a broader and more cooperative conception of security. The present dissertation aims to verify if human security was framed in the European Union strategy of fight against the economic crisis. In other words, it is intended to question whether the European Union reinforced its statute of normative actor as a provider of human security in the internal plan, ensuring that the impact of austerity policies asseverated a sustainable standard of living as well as the full enjoyment of Fundamental Rights, namely Economic and Social Rights. Thus, the general purpose of this dissertation is to apply the concept of human security, in its economic dimension which is generally analyzed within underdeveloped countries, to developed countries that in a context of crisis face economic insecurity and Human Rights Disrespect. Even though one verifies the gradual incorporation of human security in the speech and praxis of the European Union, mostly in its external dimension, one concludes that at an internal level this situation is not verified, once the human economic insecurity that accrues from the austerity policies is not compatible with the acquaintance of human security. Moreover, one observes a violation of Human Fundamental Rights.
