Resumo(s): | A presente dissertação propõe uma análise da evolução das relações luso-chinesas ao longo de
três ciclos diplomáticos: o ciclo da influência, desde os primeiros contactos até à segunda
metade do séc. XVIII e o Período Pombalino; o ciclo da soberania de Portugal sobre Macau,
desde a era das Guerras do Ópio no século XIX até à Revolução Democrática de 25 de abril de
1974; e o ciclo negocial, desde 1974 até à retrocessão de Macau em 1999.
Verificar-se-á que, desde o início da presença portuguesa no enclave, Macau desenvolveu
mecanismos de autonomia face à metrópole e canais diplomáticos com a China que operavam
de forma independente e em nome dos interesses do enclave. Esta constatação é essencial para
se compreender a dinâmica e prioridades das relações diplomáticas luso-chinesas, podendo
Macau estar, ou não, no centro das mesmas. A soberania portuguesa sobre Macau sofreu
alterações significativas ao longo da história, em parte coincidentes com o nível de interesses de
Lisboa no enclave. Por esta razão, durante muito tempo Macau foi uma realidade
simultaneamente distante e distinta dos restantes territórios ultramarinos portugueses, regido
por “fórmulas” pré-determinadas pela China, que nunca deixou de ver Macau como seu
território. Este carácter distinto de Macau manteve-se sempre inalterado até à transferência da
Administração portuguesa.
Esta análise será intercalada por uma identificação do racional estratégico que esteve por detrás
do comportamento político e negocial adotado para com Portugal pela China Imperial e pela
República Popular da China nestes três ciclos. Procurar-se-á demonstrar também que, embora
conhecendo dinâmicas e protagonistas muito diferentes e utilizando-se métodos distintos, as
relações luso-chinesas foram sempre influenciadas pela matriz cultural e filosófica e pelo
pensamento estratégico chinês clássico.
As relações luso-chinesas no período pós-transição também serão abordadas, lançando um olhar
sobre as realidades existentes e o potencial ainda por explorar no diálogo secular entre Portugal
e a China. This dissertation will analyse the evolution of Luso-Chinese relations over three diplomatic cycles: the cycle of influence, from the first contacts until the second half of the Eighteenth century and the “Pombalino” Period; the cycle of the sovereignty of Portugal over Macau, since the era of the Opium Wars in the nineteenth century to the Portuguese Democratic Revolution of April 25, 1974; and the negotiation cycle, from 1974 until Macau’s retrocession in 1999. Since the beginning of the Portuguese presence in the enclave, Macau has developed both a special autonomy from the metropolis and diplomatic channels with China that operated independently and in the sole interests of Macau. This is essential for understanding the dynamics and priorities of the Luso-Chinese diplomatic relations, in which Macau could, or not, be a main priority. The Portuguese sovereignty over Macau has undergone significant changes throughout history, usually reflecting Lisbon’s level of interest in the territory. For this reason, Macau was, for a long time, both a distant and distinct reality amongst the Portuguese overseas territories and governed by "formulas" predetermined by China, which never ceased to see Macau as Chinese territory. This distinct character of Macau remained unchanged until the transfer of the Portuguese administration. This analysis will be complemented with insights of the strategic rationale behind the political and business behaviour adopted towards Portugal by both Imperial China and the People's Republic of China in these three cycles. We will demonstrate that, while with different protagonists, undergoing different dynamics and employing different methods, the Luso-Chinese relations have always been influenced by the cultural and philosophical roots and the classical Chinese strategic thinking. The Luso-Chinese relations in the post-transition period will also be addressed, with an insight on existing realities and the untapped potential in the secular relations between Portugal and China. |
