Financiamento e sustentabilidade do sistema de pensões: capitalização versus repartição

Abstract

Esta dissertação procura analisar os desafios do sistema nacional de pensões de reforma nos últimos 15 anos. O trabalho desenvolve-se através de uma abordagem documental e uma abordagem conceptual. Na abordagem documental descreve-se uma evolução histórica desde o surgimento dos primeiros atos assistenciais até ao sistema complexo que incorpora o Instituto da Segurança Social, relembrando a importância Beveridgiana e a perspetiva de Esping-Andersen. Foram abordados, ainda, o financiamento e a sustentabilidade da segurança social, onde se incorpora o sistema nacional de pensões e a distinção entre os sistemas por repartição e por capitalização. Na abordagem conceptual optou-se pelo método quantitativo, e empregando Portugal como um estudo de caso, procura-se analisar dados do sistema de pensões de reforma da Segurança Social, cujo sistema se rege por repartição. O estudo consiste na apresentação de dados estatísticos e projeções. Como termo de comparação será apresentado o sistema de pensões de reforma do Reino Unido que, segundo Gosta Esping-Andersen, está incluído no grupo de países do modelo anglo-saxónico e, que atualmente se rege por um sistema de reformas de capitalização. Através deste estudo, espera-se contribuir para o estado de debate atual retirando dados conclusivos que esclareçam o público sobre o direito à opção de escolher o sistema que gostariam de financiar. A alterações demográficas como o aumento da esperança média de vida e baixa taxa de natalidade levam o público a colocar em questão se o sistema está preparado para suportar as reformas das próximas gerações e, se não está, quais serão as alternativas.

This thesis looks for to analyze the challenges of the national system of pension of reform in last the 15 years. The work develops through a documentary boarding and a conceptual boarding. In the documentary boarding a historical evolution describes since the sprouting of the first acts until the o complex system that incorporates the Institute of the Social Security, recalling the perspective of Beveridge and perspective of Esping – Andersen. They had been boarded, still, the financing and the sustainability of the social security, where if it incorporates the national system of pensions and the distinction enters the systems for distribution and capitalization. In the conceptual boarding it was opted to the quantitative method, and using Portugal as a case study, is looked to analyze given of the system of pensions of reform of the Social Security, whose system if prevails for distribution. The study it consists of the presentation of statistical data and projections. As comparison term the system of pensions of reform of the United Kingdom will be presented that, as likes Esping-Andersen, is enclosed in the group of countries of the model Anglo-Saxon and, that currently it is conducted for a system of capitalization reforms. Through this study, one expects to contribute for the debate state current removing given conclusive that clarifies the public on the right to the option to choose the system that they would like to finance. The demographic alterations as the increase of the average hope of life and low birth rates take the public to place in question if the system is prepared to support the reforms of the next generations and, if it is not, which will be the alternatives.
